The Manitoba Advocate for Children and Youth (MACY) is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocate’s statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under _The Advocate for Children and Youth Act_. The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to educate the public and to enhance the safety and well-being of Manitoba children, youth, and young adults.

Conditions of Employment:

- Must possess a valid Manitoba Driver’s License, access to a vehicle, and ability and willingness to travel throughout Manitoba. Some travel outside of Manitoba may be required.

Qualifications:
Essential:

- Post-secondary degree, preferably at the Masters level, in social sciences, health, social work, law, or related discipline, and several years of experience providing services to children, youth, or young adults. An equivalent combination of education and extensive experience may also be considered.
- Extensive knowledge and understanding of provincial child and youth-serving public systems, including child and family, youth justice, addictions, disabilities, mental health, education, and/or victim supports services/systems, and associated legislation, regulations, policies and standards.
- Demonstrated experience conducting complex, difficult and sensitive investigations (gathering evidence, conducting interviews, and drafting recommendations) with sensitivity, confidentiality and sound judgment.
- Experience in child advocacy, including knowledge of advocacy processes, principles, and children’s rights, preferably with experience in mental health and/or health-related investigations.
- Excellent written communication skills with experience writing comprehensive reports.
- Strong interpersonal skills, including the ability to manage emotionally charged situations.
- Ability to successfully work and thrive in an environment with daily exposure to emotionally taxing situations (e.g. sexual assaults, suicides, and serious, life threatening injuries).
- Strong organizational and time management skills, including the ability to manage high volume work load with conflicting priorities and deadlines.
- Strong understanding of the ongoing legacies of colonization and its impacts on Indigenous Peoples, including a commitment to anti-racist and anti-oppressive practices.
- Ability to work independently and in a team environment.

Desired:

- Understanding and knowledge of the role and function of the Manitoba Advocate for Children and Youth.
- Experience conducting child and/or family assessments to evaluate risk.
- Ability to use, and knowledge of, automated case management information and case tracking systems and word processing software.
- Ability to communicate in French or one of Manitoba’s Indigenous languages.
- Registered or eligible to be registered as a social worker with the Manitoba College of Social Workers. Eligibility for registration with other regulatory bodies may be considered.

**Duties**:
Reporting to the Program Manager, Serious Injury Reviews and Investigations, as designated by the Manitoba Advocate, the incumbent acts as an Investigator, completing reviews and/or investigations on behalf of seriously injured children, youth, or young adults who, at the time of their injury or in the year that preceded the injury, were in the care of, or received services from any reviewable services as described under _The Advocate for Children and Youth Act_. Advocacy services include investigative actions sanctioned under _The Advocate for Children and Youth Act_. As directed, the Investigator prepares a confidential, comprehensive review or investigation of services which were delivered to the child, youth, young adult, or their family, and the circumstances surrounding the injury.
