**Job Summary**

**Roles and Responsibilities**
- Lead the implementation of the City’s Affordable and Rental Housing Strategy, including performance monitoring.
- Lead complex planning projects in a multi-disciplinary context, including policy review and development related to housing, growth management, employment, community design, transportation, infrastructure, finance, sustainable development, and phasing of growth. Prepare and obtain approval of project terms of reference, and manage hiring of consultants.
- Provide accountable and professional advice to staff and Council, and represent the City on behalf of the department.
- Liaise with the public, senior levels of government, external agencies, and the development and consulting communities.
- Organize and conduct public meetings and resolve stakeholder interests.
- Clearly and effectively communicate ideas, concepts and proposals in writing and verbally before Council, Committees, and in public meetings.
- Coordinate multi-disciplinary teams for various projects.
- Act as expert witness at OMB/LPAT hearings or similar tribunals.
- Other duties as assigned.

**Requirements**:

- Degree in Urban Planning or a directly related discipline.
- Membership in the Ontario Professional Planners Institution (OPPI).
- Minimum 7 years progressively responsible experience in policy planning in a municipal context, as well as an understanding of the development approvals process and urban design.
- Progressive experience in the public sector with the ability to work with Council, general public, various levels of government and various stakeholders.
- Proven proficiency in policy planning, particularly housing policy and programs, crafting official plan policy, growth management and employment.
- Demonstrated leadership ability and positive team-focused attitude.
- Proven ability to negotiate and bring resolution to complex issues with multiple stakeholders.
- Excellent understanding of the role and challenge of other disciplines in the development industry, and the relationship between policy preparation and implementation requirements through the various processes of development approval.
- Proven ability to work under pressure and multi-task in a multi-disciplinary environment with competing priorities, and to deliver high quality results with short turnaround times.
- Thorough knowledge of relevant legislation and policy documents, including the Planning Act.
- Superior organizational, interpersonal and negotiation skills, as well as ability to interpret complex situations and handle confrontational or aggressive behaviors.
- Superior communication and presentation skills, both written and verbal.
