**Job Description**:
**POSITION PURPOSE**

Reporting to the Manager, Development Financing Administration, is responsible for providing advice to Senior Management regarding the financial impact of growth, including growth forecasts, development charges, potential new revenue sources; maintaining and assisting in developing the modelling and analysis necessary to support that advice.

**MAJOR RESPONSIBILITIES**
- Working in a team, develops and provides well-researched comprehensive policy advice to Senior Management for submission to Council regarding the Region’s Development Charge Bylaw including potential changes in the rate setting methodology, potential changes to development charge policies (e.g., rate structures, deferrals etc.), and impact of provincial legislation.
- Working in a team, prepares the Development Charge Background Study and the Regional and area-specific Development Charge Bylaw.
- Develops, maintains and ensures the accuracy of complex financial models used to support the rate calculation and the 20 year forecast used in the Development Charge Background Study including any proposed changes to the Bylaw.
- Conducts policy research and provide advice and recommendation to Senior Management regarding population and economic growth and their impact on infrastructure needs and the Region’s finances.
- Researches and provides advice to the Manager regarding growth management regulations and their implementation.
- Designs and implements complex econometric and demographic models to forecast short and long-term residential and non-residential growth within the Region.
- Prepares well written and researched briefing notes and reports for Senior Management and for Regional Council and/or the Commissioner.
- Acts as Regional representative on provincial, municipal associations and inter-municipal committees, as assigned.
- Liaises with local municipalities through participation on working groups to help formulate and/or update Regional policies and procedures, as required.
- Provides other financial and economic analysis to Departments, as required.
- Participates and/or leads special projects as assigned.

**QUALIFICATIONS**
- Successful completion of a Master’s Degree in Business Administration, Mathematics, Economics, or approved equivalent combination of education and experience.
- Demonstrated experience in writing policy pieces and analytical reports/studies including the ability to identify problems, analyze and interpret data, and make and defend recommendations.
- Demonstrated experience in policy development in a large multi-divisional organization.
- Knowledge of accounting and economics principles.
- Demonstrated analytical, mathematical and project management skills, including proficiency with statistical software.
