The Executive Director, Mental Health & Substance Use Programs + Initiatives at BC Women’s Hospital is seeking a thoughtful and strategic leader for the role of Director, Provincial Initiatives. This servant leader role will support and oversee several provincial perinatal mental health and substance use initiatives to improve health outcomes for pregnant and parenting women who use substances, and advance the perinatal substance use continuum of care across our province.

The Director holds a key leadership and project management role in the development, implementation, and monitoring of the Provincial Perinatal Substance Use Program’s directional priorities. As such, the Director will collaborate with community partners, regional health authorities, and government to achieve goals and deliverables through facilitation and effective communication of the strategic vision.

- Prioritize the organization’s engagement in internal and external projects and strategic initiatives in consultation and under the direction of senior leadership. Develop and implement project goals and objectives for assigned area of responsibility, ensuring the delivery of effective and efficient services which support the goals and objectives of the PHSA
- Lead and direct staff in the development of project charters, project plans, methodologies and monitors timelines and project deliverables. Consult with senior leaders and stakeholders to resource initiatives, ensuring successful and coordinated completion of project components, and ensure readiness for project implementation and evaluation.
- Lead and direct staff in functional activities that inform strategic planning and evaluation, including performance metrics, data requirements, patient and family engagement, staff engagement, and interpretation of quality issues.
- Track project progress according to project plan and identified metrics. Monitor all activities and provide Leadership with regular comprehensive status reports, identifying potential problems, barriers and solutions. In consultation with the leadership team and stakeholders determines projects scope and related changes required to facilitate a successful outcome.
- Develop and monitor project budgets within the context of operational demands and environmental and resource constraints and use best practice methods to thoroughly monitor and adhere to allocated budgets.
- Ensure that effective processes are in place to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
- Collaborate effectively with patients/clients, family, staff, physicians, leadership, regional health authorities, community partners, and ministry staff and officials, and national and international health related organizations and fosters effective relationships across the Mental Health Program and with partner agencies to maintain sponsorship support for strategic initiatives and activities.
- Lead and direct staff assigned to support various performance improvement activities, initiatives and programs. Provide overall leadership and direction for the a team using effective management techniques (e.g., coaching, mentoring, skill and leadership development, decision making, coalition building and performance management) that supports the achievement of required outcomes. Manage and develop an operating budget.
- Set priorities, assign work and monitor to ensure teams meet deadlines and objectives in all project and quality initiatives. Inspire a shared vision and align performance goals and objectives for team and individuals to ensure match with strategy while maintaining group cohesiveness, motivation, commitment and effectiveness.

**What you bring**

Qualifications
- A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration, or related Health Profession, with more than 10 years recent, related experience including at least two (2) years in a progressive leadership role.
- Extensive experience in facilitating and managing consultation processes with a wide range of stakeholders (including public, senior and middle management, physicians and staff, regional health authorities, and ministry staff and officials), managing strategic and operational projects and contract and budget development and oversight.

Skills & Knowledge
- Comprehensive knowledge of project management principles, health system improvement methodologies, and ability to coach team members on these skills.
- Comprehensive knowledge of health care and relevant government procedures, standards and requirements.
- Ability to provide leadership, guidance and direction to others.
- Strong negotiation, interpersonal and communication skills.
