In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Executive Director, Planning and Projects, the Director, Projects provides leadership and expertise in the management of multiple, concurrent small and large scale complex strategic and capital projects across PHSA provincial sites and locations, which range from corporate and clinical tenant improvements, renovations within clinical settings, new construction additions or stand-alone buildings, as well as external partnership projects. The Director, Projects leads a team that is responsible for all project management processes, and oversees and is accountable for: developing and managing overall project budgets; establishing project timelines, including planning phases of work and implementation; negotiating and managing consultant/contractor contracts; tracking and monitoring risks; reporting on project status, issues and recommended solutions; and, authorizing expenditures within the project budget.
The Director operates in a dynamic and complex multi-site environment, which is in constant change with the implementation of major strategic initiatives. The Director is responsible for ensuring project cost, schedule, and scope meet stakeholder quality and other requirements, balancing project risk and uncertainty through risk management and mitigation plans, and providing leadership in directing work teams and user groups.
The Director is accountable for ensuring appropriate internal and external project resourcing, depending on project scope, scale and complexity. The Director oversees revisions, changes, and additions to contractual agreements with architects, consultants, clients, suppliers, and contractors that may be required and ensures that projects are executed in compliance with applicable codes, regulations, and standards. In addition, the Director is responsible for balancing portfolio project volume, ensuring internal resourcing is able to meet project requirements, which may include re-allocating resources within the team and hiring additional resources as required. **What you’ll do**
- Serves as a member of the Planning & Projects leadership team. Participates in the development and approval of annual goals and objectives, establishes processes, best practices, standards, tools and templates in compliance with Project Management Body of Knowledge (PMBOK) to be used in the management of all capital projects including planning, design and implementation phases. Collaborates with the Director, P&D in the development and sustainment of the Facilities project management system.
- Responsible for the initiation and completion of operational and capital projects. Accountable for scope, schedule, budget and risk identification at project initiation; manages project delivery through to completion. Responsible for: sourcing project funding, including the coordination of Business Plan and approval documentation; allocating resources; and developing risk management and mitigation strategies, including for cost over runs.
- Provides leadership for strategic initiatives and capital projects and manages project resources with regular status reporting to the Executive Director, Planning, Design and Projects, stakeholders, senior executives, the Ministry of Health, and other governance committees as required.
- Ensures accurate documentation, invoicing, and payables are completed for all projects.
- Utilizes standard project management tools, methodologies, templates and risk mitigation plans for tracking and reporting progress. Maintains a current status report of all projects within the portfolio and reports regularly to the Executive Director, including details of the project budgets, cash flows, schedules, scope, customer satisfaction and risk status. Escalates material variances and other anomalies to the Executive Director and relevant stakeholders in a timely manner. Recommends solutions and mitigation measures as required, and implements upon approval.
- Negotiates and facilitates consensus with key stakeholders such as the PHSA leadership team, Project Co leaders, contractors, and vendors.
- Manages the construction documentation/specifications, tendering process and ensures contracts are awarded in compliance with established governmental regulations and PHSA policies.
