**Job Summary**:
The Housing Services division provides programs across the government assisted segment of the housing continuum. It has lead responsibility for creating new assisted and supportive housing and expanding the region’s emergency shelter capacity in support of the Region’s 10-year Housing and Homelessness Plan. The division funds social housing providers and administers rental subsidies. It ensures all legislated requirements as Consolidated Municipal Service Manager (CMSM) for assisted housing are met. It has responsibility for homelessness prevention, and delivery of emergency shelter and supportive housing programs. It oversees operations of the Halton Community Housing Corporation (HCHC).
Reporting to the Director of Housing Services, this position has primary responsibility for the Region’s Housing Services function as Consolidation Municipal Service Manager (CMSM) for assisted housing. Key responsibilities include: leadership and oversight of Halton Region’s 10-year Housing and Homelessness Plan (including managerial leadership of the Region’s Assisted Housing Portfolio); direct oversight, policy development and delivery of assisted housing programs in partnership with senior levels of government; governance and oversight over non-profit and cooperative community housing providers under the Region’s administration; administration of rent supplement programs; placement of housing subsidy recipients into assisted housing units from Halton Region’s assisted housing waitlist; and, provision of ongoing housing subsidy allocations to tenants housed in HCHC communities. Demonstrated leadership, planning and problem-solving skills in delivering high-profile, large-scale projects while motivating and coordinating multi-disciplined professionals are required.
**Duties & Responsibilities**:
- Directs and manages implementation of programs and strategies for the effective delivery of the assisted housing program. This includes development, monitoring and reporting of the Region’s 10-year Housing and Homelessness Plan and management of the Assisted Housing Portfolio (Halton Region’s mechanism to create additional new assisted and supportive housing and expand emergency shelter capacity).
- Directs the development and delivery of ongoing community programs related to assisted housing, including supporting advocacy efforts to senior levels of government.
- Manages all aspects of tenant placement for the Region’s housing corporation - Halton Community Housing Corporation.
- Works with internal partners to ensure capital upgrades to non-profit and co-operative housing properties are completed on-time and on-budget. This includes development of a made-in-Halton strategy to retain existing community housing providers as current legislated obligations end.
- Ensures all regional, federal, and provincial timelines and performance targets are met, including Regional Strategic Plan priorities and obligations as Consolidated Municipal Service Manager for assisted housing.
- Supports the successful delivery of the Region’s Assisted Housing Portfolio.
