**WAGE RATE**:$39.68/hr - $49.60/hr ($72,217.60 - $90,272.00/annually)

Responsible for the safekeeping of all official records and safeguarding the corporate assets for the County and administering requests under the Municipal Freedom of Information and Protection of Privacy Act and the Personal Health Information Protection Act. Acts as Deputy Clerk, supporting the statutory and administrative duties of the Clerk in accordance with the Municipal Act and all relevant Acts, statutes, by-laws and procedures.

**KEY ACCOUNTABILITIES**:
Coordinates and facilitates the following legislative services:

- Maintains and administers the corporate records management policy and procedures.
- Responsible for paper and electronic records management, including retention, destruction and accession. Performs file retrievals upon request on and offsite and maintains inventory of all records.
- Acts as Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) coordinator, including receiving and administering all requests under MFIPPA and PHIPA, performing privacy audits, and assisting in investigating, documenting and reporting privacy related incidents and breaches, where required.
- Monitors organizational compliance with Accessibility for Ontarians with Disabilities Act, and makes recommendations to the Director of Corporate Services.
- In conjunction with the clerk, supports the following duties and services:

- Administers the Council and Lay Appointment process, ensuring membership criteria is met per the specific Terms of Reference and coordinating advertising for lay appointments.
- Ensures timely disposition of resulting actions, correspondence and unfinished business follow up, the identification of department reports requiring by-law preparation, and as necessary, providing certified copies of resolutions and by-laws.
- Coordinates agendas, attends, records proceedings and prepares minutes of various Council Committees including Striking, Ad Hoc and Steering Committees, ensuring timely disposition of resulting actions.
- Prepares resolutions, by-laws, agreements and reports for presentation to Council including the preparation of notices, coordination and distribution of agenda material and any relevant research.
- Support the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Community Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.
- In the absence of the Clerk, assumes sole responsibility for the role, responsibilities, statutory and administrative duties including designated as signing officer. Attends Council meetings and records proceedings and minutes as required.
- Acts as a Commissioner of Oaths as outlined in the Commissioners for Taking Affidavits Act.
- Administers staff training and advises on and applies policies and procedures related to records management, privacy and risk management.
- Assists with drafting and/or reviewing polices, by-laws, and contracts, if required, to ensure compliance with provincial legislation, regulations, insurance requirements and best practices.
- Assists in regular County insurance program review and policy renewal process.
- Liaises with insurance adjuster, insurer and County staff on all insurance and incident claims and with insurance company on all general insurance matters.
- Maintains records, monitors and reports all corporate insurance, legal and incident claims, with the exception of WSIB claims.
- Ensures confidentiality in all aspects while executing the duties of this role.
- Performs other duties as assigned.

**MINIMUM QUALIFICATIONS**:

- Post-secondary education in Records and Information Management or related discipline.
- Demonstrated progressive records management experience. Experience working in a municipal environment with The Ontario Municipal Records Management System (TOMRMS) is an asset.
- An equivalent combination of education and experience may be considered.
- Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
- Knowledge of relevant legislation, statutes and regulations related to municipal and program specific operations including MFIPPA and PHIPA, Accessibility for Ontarians with Disabilities Act and the Municipal Act.
- Demonstrated ability to deal with multiple deadlines and changing priorities while taking direction from multiple individuals.
