What you'll do
Work closely with DARE Data Engineering team to ensure implementation, delivery, and governance of all BCCDC Surveillance Data Marts and Reports are delivered timely and securely. Ensure adherence to established security and data governance policies.
Develop strategic priorities and coordinates operational planning and implementation of culturally safe and equitable technical practices and services in conjunction with the medical and scientific leadership of the service lines. Effectively communicates the vision, values, and strategic direction of PHSA and BCCDC, ensuring integration into practice by team members.
Establish detailed project charters, plans and objectives to outline timelines and project deliverables. Executes project plans according to project methodologies, ensure successful and coordinated completion of project components, facilitate consensus with stakeholders as needed, and ensure readiness for project implementation.
Track project progress according to project plan and identified metrics. Monitor and report on the status of projects and major barriers encountered. Make decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implement or contribute to effective processes for assessing project risks, identifying mitigation strategies, and monitoring risks throughout the project lifecycle.
Develop and monitor project budgets within the context of operational demands and environmental and resource constraints, using best practice methods to ensure adherence to allocated budgets. Responsibilities include reporting variance, planning and adjusting operations and/or staffing to meet projections and annual targets, approving expenditures and preparing summaries, and is accountable for its own operating budget.
Provide overall leadership, direction and career planning or people development for team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, decision making, coalition building, and performance management) that support the achievement of required outcomes. Manage and supervise staff.
Manage operations by coordinating and establishing priorities, assessing, and monitoring staffing requirements and supplies. Define an effective workforce plan in collaboration with key partners and stakeholders, ensuring the availability of adequate and appropriate staff according to operational demands, and environmental and resource constraints.
Develop effective and efficient practices and processes to measure the use of resources and quality of care. Prepare an operating budget, monitor variances, and use best practice methods in reporting, monitoring, and managing the allocated budget. Coordinate contract management as required.
Negotiate on behalf of PHSA with vendors and outside contractors; represent BCCDC at technical meetings with external organizations as required; participate on committees as appropriate.
What you bring
**Qualifications**:
A level of education, training, and experience equivalent to a Master's Degree in Health Services Administration, Business Administration or relevant health care discipline with a minimum of seven (7) years' recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.
Skills & Knowledge
Past operational experience with Clinical Information Systems is an asset, as is work experience within British Columbia's health care system. Knowledge of and experience with PANDA interfaces in complex epidemiological integration projects, and administration data sources is preferred.
Project Management Professional designation considered an asset. Experience or working knowledge of quality improvement methodology, change management and public health is key to the success of this role.
Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
Detailed understanding of the Truth and Reconciliation Report and Calls to Action (TRC), the National Inquiry into Missing and Murdered Indigenous Women and Girls (NIMMIWG), the In Plain Sight Report, and the BC Legislation on the Declaration on the Rights of Indigenous Peoples Act (BCDRIPA).
