Toronto, Canada Workplace Safety and Insurance Board Full time

Plan, manage, control and monitor all aspects of the WSIB's payroll function to ensure the timely and accurate processing and disbursements of WSIB funds for the payment of bi-weekly and monthly payroll for all bargaining unit (BU), non-bargaining unit (NBU), executive employees, members of the Board of Directors and pensioners, and ensuring to provide direction on all payroll governance/compliance, reporting while ensuring exceptional customer service. Participate project as required.

Provide technical expertise, advice and leadership to the team members, and other payroll system users regarding payroll system, processes and system interfaces.

Manage and control the accuracy, integrity and reliability of payroll records and timely and accurate distribution of payroll funds totaling approximately $411 million per year and covering approximately 8000 employees and pensioners by organizing and allocating work, reviewing and developing operational policies and procedures in relation to WSIB guidelines and internal controls, identifying and defining priorities and preparing policy papers recommending changes or improvements; monitoring payroll process to ensure compliance to WSIB payroll, other related policies and procedures and legislative requirements.

**Subject Matter Expertise**

Provide expert advice and consultation to payroll staff, WSIB employees and management regarding payroll policies and procedures, income tax legislation and other payroll related issues. Collaborate with other areas such as Human Resources, Pensions, Legal Services, Finance to ensure timely resolution of all payroll related issues.

Subject Matter expert for all questions through Payroll System Provider, CRA, EHT, Family Responsibility, Small Claims Courts, Internal and External Auditors, etc

Maintain current knowledge of all legislative and legal requirements, and technology pertaining to the payroll function through yearly attendance of seminars, conferences and constant review of CRA, Province of Ontario News Releases and updates such as the yearly Budget and effect on Payroll compliance.

**Oversee Payroll Processes**

Review and authorize all payroll reconciliations related to WSIB administrative liabilities and expenses and ensure the chart of accounts table is maintained in order to generate meaningful and accurate financial information for the Board's financial statements. Implement legislative tax changes in accordance with Revenue Canada requirements to ensure accurate payroll calculations/reporting and timely distribution of T4, T4A, and NR4 data.

Oversee the WSIB Prepaid Benefits which also includes interest payments and all year end reporting

Authorize and manage all processes related to the EPP cash lump sum payroll including security administration, journal entries, payments and GLI files scheduling.

Manage and control the accuracy, integrity, security and reliability of the payroll system by coordinating the testing of the system for legislative changes, system enhancements, software releases or testing payroll options, investigating system problems and communicating recommendations and requirements to the Information Technology cluster for action; developing new operational/system approaches to provide management with timely and accurate information to meet Legal/WSIB requirements while ensuring cost-effectiveness within the payroll section and the Board is achieved.

Manage and provide effective leadership by conducting performance appraisals, identifying and implementing staff training and development needs, authorizing vacations, leave of absence, overtime. etc. and recommending new hires, position classifications and salary changes to Corporate Controller, handling employee problems in accordance with human resources policies and procedures and collective agreement, providing ongoing coaching and support to promote and facilitate effective teamwork.

Develop goals and objectives for the payroll department, monitoring and evaluating achievements and promoting development plans to improve payroll unit performance/processes. Prepare and administer annual operating and capital budget and report on the monthly variances. Authorize expenditures within established limits.

**Manage the overall process for the WFN payroll system, including the following**:

- WFN Security Master with full access to all applicable ADP services:

- Remain knowledgeable of how the employees and pensioners need to see and use information
- Assign profiles to administer ADP services
- Set up practitioner-level user access to WFN
- Maintain user access and update as user roles change
- Run monthly security control reports
- GL Administrator to set up users for support on the biweekly/monthly/annual GLI scheduler
- Payroll SharePoint Security Champion to set up users/practitioners for the biweekly electronic payroll register process
- Administer and monitor the biweekly I2 /I6/I4/I5 files/
