**SUMMARY**:
- The OHS Officer is responsible for the design, maintenance and continued improvement of health and safety programs for Vancouver Aquarium employees to ensure safe work practices and policies and compliance with WorkSafeBC regulations and other legislative standards and practices. Duties include planning, designing, implementing and documenting departmental occupational safety programs, safety training and other special projects._
**ACCOUNTABILITIES**:
**Ensure compliance and best practices with respect to Occupational Health & Safety regulations and other legislative standards and practices**:
- Maintain active liaison with WorkSafeBC and other governmental agencies
- Provide interpretation, information, advise and assistance on safety matters to all departments
- Define project goals and timelines, direct and coordinate consultants where an outside consultant is used for safety related project work or training
- Make recommendations to departments regarding their budgetary requirements related to the acquisition and/or replacement of safety related items or training
- Monitor costs associated with safety programs
- Prepare and maintain a variety of policy manual, records, reports, instructional and training material and related data
- Work with site sponsors to ensure contractors meet all insurance requirements, have appropriately identified safety risks and mitigation plans, receive a VA safety orientation, and oversee their safe work practices.
- Participate as a key member of the Joint OHS Committee; develop, maintain and communicate all Joint OHS Committee-related documentation (including agendas and minutes) with the assistance of the Co-Chair.
- Conduct effective ergonomic analysis of the workplace and workstations.
- Diligently encourage and promote positive and effective employee relations through communications initiatives, coaching managers, provide counseling to employees and monitor and communication of OHS metrics.
**Proactively address safety related issues and requirements to ensure prevention of injuries or** **illnesses whenever possible**:
- Maintain awareness of amendments to the Occupational Health & Safety Act (OHSA) and Regulations, and make recommendations for the implementation of any required changes.
- Provide advice and counsel to management and other employee groups on a broad range of occupational safety issues and decisions.
- Research occupational safety information to assure the best available methods and equipment are adopted to minimize the hazards in the workplace.
- Coordinate the regular review of all Health & Safety Policies, Procedures and Protocols.
- Coordinate immunizations and annual flu shots.
- Advise on improvements in tracking and reporting procedures.
- Follow up on all actions identified in the monthly OHS committee meetings to ensure matters are resolved in an appropriate and timely manner.
- Direct and review the analysis of accident and injury data, identify the needs for new or modified occupational safety programs.
- Ensure appropriate safety related supplies are identified and purchased in a timely and cost-effective manner.
**Lead the thorough and effective completion of monthly safety inspections & investigations as required**:
- Conduct monthly departmental safety audits, with assistance from the Health and Safety committee, and reports on results.
- Perform job site safety compliance inspections including hazard analysis, safe work procedures, written reports and recommendations monthly.
- Investigate accidents thoroughly and effectively or ensuring that accident investigations are completed by department managers, accident claims are appropriately processed, and preparing related reports and recommendations.
**Ensures all health & safety training requirements are met by**:
- Update, maintain and present safety orientation and training for all new employees to ensure complete and effective understanding of potential risks and expected behaviors within the workplace.
- Maintain the training matrix, add or remove courses based on job requirements as needed.
- Develop safety related training manuals, programs and safe operating procedures, where an outside consultant is used, defines project goals, directs and co-ordinates consultants for project completion.
- Co-ordinate and organize with departments the scheduling and delivery of training programs.
- Assign courses and maintain up to date training records and hard copy certifications for employees as required.
