**Position title**: Program Manager, Global Aviation Skills Taskforce

**Reports to**:Vice President, Safety, Security and Operations

**Location**:Remote or Montreal

The Programme Manager leads for a two (2) year period the development and the good continuity of the Global Aviation Skills Taskforce (GAST) in partnership with the United Kingdom Department for Transport (DfT) by supporting the International Civil Aviation Organization (ICAO) in achieving its objectives on aviation workforce development and skills. The programme manager is responsible for the coordination of the work, through a coalition of States, industry, and industry associations to develop a global plan that addresses collective challenges and to develop meaningful outputs and deliverables for the next ICAO General Assembly in 2025.

**I. Primary Responsibilities**
- Deliver the Global Aviation Skills Taskforce secretariat function, ensuring the smooth functioning of the group through coordinating with all members to ensure clarity of roles, responsibilities, and the programme plan.
- Overseeing the delivery plan and workload of the GAST.
- Creating and maintaining a program plan and ensuring planning and delivery of projects for each workstream.
- Commissioning members to produce content and chasing and coordinating actions and content where needed.
- Ensuring members remain on track and informed of developments.
- Coordinating and agreeing meetings (in person, conferences and virtual).
- Building trust and relationships with members and understanding their needs and how best to support them to deliver.
- Drafting content (guidance material, draft policy/proposals) for consideration.
- Commenting on and collating comments on draft content produced by members.
- Enabling reporting between taskforce members and sharing of progress, best practice and monitoring and evaluation, to support delivery of taskforce outputs.
- Overseeing and supporting the taskforce, from onboarding and induction of members, general day to day support and coordination between members.
- Ensuring opportunities for communications are maximized and aligned between taskforce members.

**Cross organization and department support**
- Where possible, provide technical expertise and support across the Safety, Security and Operations Department and across the organization as needed.
- Support ACI events, in particular in the domains of the GAST and across the Safety, Security and Operations Department

**Industry cooperation**
- Liaise with other industry groups in coordination with relevant departments across the range of industry associations.

**II. Minimum Qualifications**

**Knowledge/Education**
- University degree in a technical or business domain, such as aviation, engineering, planning, business development, business administration or equivalent.
- Excellent English skills, with clear writing style is essential.
- Desirable: supplementary airport or aviation-related professional qualification.

**Experience/Years and Type**
- Highly desirable, aviation qualification or cross sectoral airport operations experience (airside, airspace, terminal, security, facilitation, etc.)
- Desirable: experience in data analysis and communications.
- Additional languages such as French, or Spanish will be considered an asset.

**III. Skills and Abilities**
- Leadership skills with abilities to guide and motivate teams (including hybrid and international disparate teams), resolve conflicts, and make critical decisions.
- Pro-active, collegial, tactful, diplomatic, and discreet in all dealings.
- Excellent communication skills to effectively interact with team members, stakeholders, and executives. This includes both verbal and written communication.
- Strategic thinking skills to set clear objectives and align program goals with the organization's overall strategy.
- Problem solving skills to identify and address issues and challenges that could possibly arise.
- Ability to establish and maintain good relationships with members of the taskforce.
- Ability to establish and maintain good relationships with ACI staff members and Regional Officies.
- Excellent computer skills (Microsoft Office)
- Ability to work under pressure and deliver.
