The Opportunity

Key Responsibilities
- Coordination and facilitation of Emergency Management exercises and training
- Development / maintenance Emergency Response Plans (ERPs) and Hazard, Risk, Vulnerability and Consequence Assessments (HRVCA)
- Interact with government agencies and regulators regarding Emergency Management plans and exercises
- Assist with completing or validating data gathered to determine Emergency Planning Zones (EPZs)
- Maintain information on public / stakeholders located in EPZs
- Periodic trips to the field are required to support Operations
- Ensures appropriate response structures and organizational training is in place to enable effective response to emergencies
- Participate in industry associations and trade groups to influence and understand new legislation applicable to emergency management.
- Maintain a network of Emergency Preparedness and Response (EP&R) contacts.
- Respond to incidents and serve in a Command or General Staff Role in the Corporate Incident Management Team.
- Experience in developing, maintaining and managing Emergency Response plans.
- Experience in developing and delivering Emergency Response training (exercise, drills, table top, and full scale).
- Experience in reporting incidents to the Canadian regulatory agencies in the oil and gas sector (AER, CER).
- Experience working in management systems based upon ISO, COR or similar standards

Qualifications and Experience

- Excellent interpersonal skills; able to interact professionally with internal and external customers or agencies.

- Strong analytical and problem solving/troubleshooting skills
- Demonstrated ability to deal with conflict
- Meticulous attention to detail
- Exceptional organizational skills
- Strong computer skills (Microsoft products)

**Education**:

- Bachelor's Degree, Diploma or Certificate in Occupational Health and Safety, Risk Management or Emergency Management from an accredited Post-Secondary Institution. Equivalent education and experience will be considered.
- Certified or Associate Emergency Manager designation or working towards (CEM or AEM) is preferred.
- Canadian Registered Safety Professional (CRSP or CRST) designation or other applicable professional certification is an asset.
- Incident Command System Training (ICS 300 or ICS400)

**Experience**:

- 5-10 years emergency management experience in the oil and gas, pipeline, petrochemical or utility sectors.
- Strong technical understanding - able to identify, bring forward, and help resolve issues
- Knowledge of liquids pipeline operations both LVP and HVP
- Demonstrated mindset for continuous improvement
- Able to manage many concurrent activities
- Self starter - able to operate with minimum supervision
- Must be familiar with government regulatory requirements (AER -D56, D71, ECCC- E2 Regulations, CER-OPR Onshore Pipeline Regulations, CSAZ246.2)
