**Job Summary**:
Reporting to the Manager, Capital & Development Finance, this position is responsible for supporting the Capital and Development Financing team by providing financial support to implement capital projects, assist in the preparation and monitoring of the annual capital budget, financing plans, development charges study and related analyses.

**Duties & Responsibilities**:

- Provides financial support to implement capital projects, including review of council resolutions, creation and maintenance of project accounts, as well as processing and reporting of project related financial transactions.
- Assist in reserve and reserve fund maintenance and transactions in accordance with Council approved policies.
- Supports the preparation of the annual capital budget and forecast and related analyses.
- Assists in the semi-annual preparation of capital variance and project closure reports, including distribution, compilation and review of capital project information.
- Assists in the complication of required data in working with multi-disciplined professionals and cross-functional staff for the preparation of Development Charges Background Studies and Financing Plans.
- Assists in maintaining Halton's capital financing policy and other departmental financial policies.
- Performs year-end tasks related to capital financing and reserves required for annual financial reporting.
- Performs other duties as assigned.

**Skills & Qualifications**:
**Essential**
- Degree in Public Administration, Business Administration or a related discipline with an emphasis in finance and/or accounting.
- Two(2) years related experience.
- Strong computer skills particularly with spreadsheets, databases, presentation software and SAP.
- Exceptional communication and conflict resolution skills with an aptitude for learning and adapting to change.
- Ability to perform financial and statistical analysis.
- A combination of education and experience will be considered.

**Preferred**
- Knowledge of capital financing and accounting in a municipal environment.
- Knowledge of the Development Charges Act.
