Our team is looking for a policy-minded individual with a deep interest in the energy sector and the key transformations underway to contribute to the development and implementation of energy efficiency policies and programs that can benefit the Ontario energy system and ratepayers.

The Energy Conservation Policy Unit analyzes and provides advice on initiatives to integrate energy efficiency into Ontario's energy system, contributing to the ministry's overarching objectives to ensure a stable, affordable and reliable supply of energy.

Our key areas of focus are:

- Providing direction and oversight to agency-administered energy-efficiency program frameworks, which establish the objectives, rules and funding governing energy-efficiency incentives, training and tools in the province. We need to consider the needs of all customers - from business, institutional, industrial, low-income and Indigenous customers - in framework design.
- Implementing greater customer choice of electricity pricing plans, with a focus on residential, small business and farm consumers, considering also the demand-management signals and system benefits that pricing can provide.
- Coordinating oversight of provincial energy demand forecasting and planning to inform policies and initiatives.
- Advising on strategic initiatives to help customers manage their energy use and support broader government priorities, such as environmental/climate change and economic development policy.

Underpinning all of this work is the ability to communicate effectively - with political acuity and an

organizations, energy sector stakeholders and partner ministries.

**What can I expect to do in this role?**: In this job, you will:

- Conduct research and perform qualitative and quantitative analysis to inform policies and initiatives regarding the conservation and demand management of energy in Ontario.
- Develop and help guide policy proposals through government decision-making processes, considering: objectives; costs; energy system needs; legal authority and risks; and stakeholder perspectives.
- Manage projects by developing project goals and deliverables, implementing processes, managing risks and briefing senior management.
- Contribute to the oversight and monitoring of agency, utility and other sector-led initiatives, facilitating dialogue, building understanding and establishing expectations.
- Use strong writing and presentation skills to prepare briefing materials, stakeholder and public-facing communications and government correspondence, with a focus on brevity, evidence-basis and political acuity.
- Monitor and develop benchmarks to evaluate the effectiveness of new policies and initiatives, and to recommend policy changes.

**Policy Development and Coordination Skills**:

- You can research, analyze data and information, interpret findings, make policy and program recommendations.
- You have experience leading complex and concurrent projects, including those that require navigating government or senior-level decision-making processes.
- You have experience collaborating with project team members and external partners.
- You have experience managing high-profile and sensitive policy and/or project issues.
- You have experience developing and/or implementing initiatives targeted to Indigenous communities and/or underrepresented groups.

**Research and Analytical Skills**:

- You have experience modelling and analyzing qualitative and quantitative data to develop evidence-based policy options and recommendations.
- You can evaluate options and alternatives in terms of economics, cost analysis, practicality, impact on stakeholders and the energy system.

**Communications and Interpersonal Skills**:

- You are an excellent listener who can understand and navigate dissenting views and gain support for and accomplishing complex projects across multi-disciplinary teams.
- You can clearly explain and present policy options, strategies and issues with senior decision-makers and consult on government policy initiatives with agencies and stakeholders.
- You have exceptional attention to detail, can quickly prepare briefing materials for senior-level audiences and can collaborate with teams using computer software (e.g. Microsoft programs, including database and presentation software)

**Industry Knowledge**:

- You understand the broad economic, environmental, legal and political issues underlying policy development in the energy sector, or a related sector.
- You have knowledge of Ontario's energy industry and key technical concepts related to energy generation, distribution, end-use demand and the efficient use of energy, or similar concepts from a related industry.
