JOB SUMMARY Temporary – Full Time (Assignment of 13 months), Starting December 1, 2025. Salary: $48.82 – $53.06 per hour. Location: 145 Harry Walker Parkway, Newmarket, ON L3Y 7B3 (Hybrid work opportunities may apply). License: Valid Ontario Class “G” driver’s licence required. ABOUT THE ROLE Reporting to the Program Manager, Integrated Waste Management Strategy, is responsible for the implementation of the Strategy; researching, planning, evaluating, developing and coordinating regular updates to the Strategy; coordinating, tracking and reporting on progress on Strategy implementation; assisting with liaison with our local municipal partners and waste management stakeholders, including local businesses, charitable organisations, school boards, and community groups; developing strategies for reduction, reuse, recycling, advocacy initiatives and continuous improvement and establishing linkages with other business units and Departments to ensure approaches that support outcomes identified in the Strategy are acted upon. WHAT YOU'LL BE DOING Researches, develops, organizes and/or maintains waste management projects and programmes for the Region and its stakeholders. Develops work plans, budgets, timelines, goals and objectives for pilot projects and ongoing programmes. Researches, provides comments and makes recommendations to the Supervisor to support waste diversion and disposal strategies, projects and programmes; prepares draft reports, for the Environmental Services Committee to obtain approvals, to initiate new policies, to obtain approval for projects and/or programmes and to provide status reports. Monitors, researches, analyses and comments on regulations, by-laws, procedures, practices and policies of the Region and Federal/Provincial/Municipal levels, pertaining to solid waste management. Identifies best practices amongst municipal and private sector service providers and develops performance indicators for Regional programmes, services and practices. Oversees the work of consultants and contractors to ensure successful contract management and programme delivery; reconciles contractor invoicing and makes recommendations for payment. Chairs or participates in meetings, committees, work groups and task forces, as assigned. Researches, consults with area municipalities, and provides input into the design and development of new waste management facilities and services. Researches and monitors developments in applicable technologies, commodity markets, public and private sector services and programmes in the waste management field through journals, research, conferences, seminars and discussions with stakeholders. Analyzes social norms, cultural values and ethnic beliefs of identified groups in order to develop specific promotional/education programmes. Works with municipalities, recycling contractors, consultants, businesses, residents, agencies and other stakeholders to develop new methodologies, policies, by-laws and procedures and makes recommendations to the Program Manager. WHAT WE'RE LOOKING FOR Successful completion of a University Degree in (environmental studies/science) or related field or equivalent approved combination of education and experience. Minimum three (3) years of demonstrated project management experience in the field of solid waste management or related environmental field and social marketing or major marketing campaign. Thorough knowledge of the waste management industry and related practices and policies. Demonstrated project management experience in the 4Rs (reduction, reuse, recycling, recovery) and pilot programmes. Valid Ontario Class “G” driver’s licence, free of serious offences under the Highway Traffic Act. Excellent communication skills to convey technical issues to stakeholders and various media and to deal effectively with the public and government officials. Strong knowledge and understanding of relevant Provincial and Federal legislation. Experience in administering contracts, conducting waste audits and/or advertising. Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership. Computer literacy utilizing MS Office applications and proficiency in word processing, spreadsheet, scheduling, presentation applications and specialised software relevant to the technical specialty. Strong research and evaluation skills and demonstrated skills in conducting in-depth cost/benefit analysis and programme development. Demonstrated presentation, promotional and public relations skills.
