Planning and Policy Analyst

Job Overview We are looking for two (2) Planning & Policy Analysts to support the Director of Investment Policy, Strategy, and Reporting in the Office of Facilities Renewal Management (OFRM). The role is located in Ottawa, classified as RCO, and is a term position lasting three (3) years. Work arrangement: Hybrid – onsite and telework. Teleworkers will travel to the site at least three times a week or at least 60% of their regular work schedule. Languages required: English. Responsibilities Prepare analysis and presentations for senior executives. Assist with NRC investment planning activities. Support processes to identify and select capital investment projects for funding. Work with, and advise, NRC researchers on preparing capital project proposals. Establish strong intra‑NRC networks to build necessary partnerships. Coordinate the development of Treasury Board documents and liaise with Treasury Board Secretariat officials. Qualifications Education: Bachelor’s degree in social sciences, sciences, engineering, business/public administration, law, or another relevant field. A graduate degree is an asset. Experience: Experience serving internal and external clients and interacting with multiple stakeholders from government. Experience in research such as environmental scanning, analysis, and presentation of detailed reports and briefing notes on innovation, government science and technology policy, and their relevance to NRC. Experience in developing and maintaining a network of contacts. Experience in corporate‑level planning, business and/or policy development, strategy, governance, or reporting in a government or business environment. Condition of employment: Reliability status is required (background verification over 5 years). Must self‑declare ethnicity, disability, and citizenship information when applying. Assessment Criteria Technical competencies: Demonstrated ability to research, analyse and summarise complex data and situations and communicate results in a clear and compelling way. Knowledge of federal government priorities and the role of the National Research Council of Canada. Ability to plan, organise and set priorities under tight deadlines. Ability to build, maintain and strengthen partnerships. Effective oral and written communication skills. Behavioural competencies: Client focus (Level 3). Self‑knowing and self‑development (Level 2). Compensation and Benefits Salary range: $74,230 – $139,608. Initial salary may be within a different level of the RO/RCO salary scale based on candidate expertise and experience.
