Role and responsibilities

We are looking for a competency manager to join our Capability and Change team in Toronto. Reporting to the Knowledge and Capability Lead, you will be responsible for managing the project and program management competency framework development, assessment, evaluation and improvement cycle to enable effective delivery of complex rail infrastructure enhancement programs for our client in Canada.

We are the Delivery Partner working with our client to leave a legacy of a sustainable, high performing, empowered culture that leads to repeatable delivery success. An essential part of the role will be using and improving existing client processes and managing integration and coordination with any emerging talent management initiatives underway.

Specific Responsibilities:

  • Review existing Competency Framework and methodology and recommend improvements to the assessment process
  • Lead a multi-disciplinary team of people within Program Team and Metrolinx to carry out a competency assessment at the project and program level
  • Work with Knowledge, Training and Change Team (KTC), Capital Projects Group (CPG) to identify training interventions to bridge any gaps in competence. Support requirements capture for any new training required
  • Manage the plan to deliver one or our Tier 2 multi year Key Performance Indicators, Competency Development, such that the competency of project management is improved over the period of the contract
  • Establish a measurement strategy that will provide relevant metrics on the program and manage success factors
  • Work with internal Metrolinx stakeholders to evolve, integrate and coordinate with competency frameworks that are being developed within the Enterprise
  • Develop the capability of the KTC team to execute future development of the Competency Framework (leave a legacy)
  • Explore connecting project and program management competency development with external accreditation such as with the PMI
  • Build and maintain trusting, collaborative relationships with internal and external stakeholders to accomplish key business objectives.
  • Keep abreast of industry best practice and systems innovation to be able to evolve the Competency Framework methodology to address forward requirements.
  • In conjunction with the client strategy, develop and maintain strong external relationships with vendor/academic institutions to support the development of project management as a key skill/career to develop a sustainable pipeline of talent

Qualifications

Education:• Bachelor's degree or equivalent in applicable field

Years of experience: Minimum 8 years' experience in the similar role

Technical competencies:

  • Recent experience in developing competency frameworks in similar or related sectors, ideally for project and program management disciplines
  • Experience in related fields such as Organization Development and Learning and Development is an advantage
  • Builds partnerships and works collaboratively with others to meet shared objectives, tailors approach to specific audiences and manages and influences key stakeholders
  • Presents and communicates effectively at all levels, both written and verbal
  • Knowledge of applying effective change management strategies is an advantage
  • Recognises the value that different perspectives and cultures bring to programs and projects
  • Digitally savvy

Personal & soft skills:

  • Strong team spirit and a positive attitude, fostering a collaborative and supportive work environment.
  • Excellent communication and interpersonal skills, enabling effective collaboration with team members and stakeholders.
