Job Details Employment Status: Continuing Term Length: (not specified) Security Level: Reliability Language Requirement: Bilingual Mandatory Closing Date: 05/01/2026 Country: Canada Salary Range: $79,067 - $102,788 Key and Periodic Activities Primary Responsibilities Process, verify and balance DCC’s multi-jurisdiction payroll according to the requirements for each province and territory and in keeping with DCC policy and the Canada Labour Code, including making salary, third-party, benefits and pension plan adjustments Report and remit statutory deductions and garnishments, and third-party program deductions (e.g. Public Service Pension Plan, United Way, Canada Pension Plan, Employment Insurance, Quebec Pension Plan, Quebec Parental Insurance Plan) Prepare and submit Records of Employment via Service Canada’s web application Support the time entry function by reviewing, reconciling and recommending action in accordance with DCC’s time entry policy and processes Conduct review of follow up on payroll related action items Administer, process, report and maintain Public Service Pension Plan data and contributions Respond to internal and external payroll inquiries Prepare biweekly, monthly, quarterly, annual and ad hoc payroll reports Provide advice and guidance to team members about payroll Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders Other Responsibilities Prepare and balance T4s and Relevé 1s annually Administer the calendar year-end and fiscal year-end payroll processes Provide support to other Human Resources Department programs, as required Other duties as assigned Skills and Knowledge Best practices, methods, trends and legislation in payroll Public Service Superannuation Act and Public Service Pension Centre policies and procedures Canada Labour Code policies and procedures Education and Experience Minimum: college diploma in human resources management, business administration, finance, accounting or related field with five years’ relevant experience and professional accreditation (e.g. Payroll Compliance Practitioner, Certified Payroll Manager designation), or the equivalent Preferred: university degree in one of the above fields and one of the above listed professional designations Abilities Use applicable computer software and operating systems Explain legislative and/or policy intricacies to employees, supervisors, human resources business partners and managers Demonstrate exceptional written and verbal communication skills Demonstrate strong capacity for developing solutions to complex problems Conduct research and develop reports, prepare letters, presentations and training materials Apply project management techniques Develop consultative relationships with supervisors, human resources business partners, managers and employees across the regions Development and Leadership Provide functional advice and guidance to supervisors, managers, human resources business partners and employees across the regions Working Conditions Typical office environment with occasional travel Benefits Health and Wellness 100% employer‑paid annual sick leave, and health and dental premiums $400 wellness allowance to help cover expenses such as a gym membership $1,500 for mental health services on top of regular $1,500 paramedical coverage Telus Virtual Health Care and $750 Health Care Spending Account for some expenses not covered under provincial plans Home and Family Life, accidental‑death, and short‑term disability insurance Enhanced inConfidence employee and family assistance program Maternity and parental leave top‑up plan to 93% of regular gross earnings for up to 37 weeks Flexible workplace options, including $400 allowance every two years, to support working from home Leave and Retirement Public‑service pension Comprehensive vacation and other paid‑leave plans, along with deluxe travel benefit plans Security Clearance DCC requires a minimum reliability security status clearance and some roles may require secret security status clearance.
