This position reports to the Senior Manager, Corporate Safety Investigations and is part of an integrated team of branch safety experts overseeing the Flight Safety Program. The Manager reviews and investigates safety issues and events reported from day-to-day flight operations.ResponsibilitiesManage and direct actions concerning all Flight Operations safety reports with CSEQ safety staff; identify files/issues needing in-depth research and actions. Improve the process to receive, validate, process, investigate, review and finalize flight safety reports, observations, and hazard submissions.Manage ASR workflows; coordinate follow-up with Pilots, Managers, and staff to understand safety issues and concerns; ensure stakeholders are apprised of CSEQ findings and follow-up actions.Establish links and support structures within Flight Operations; participate in Fleet, Training and Standards meetings and the Flight Operations SYNC Committee as appropriate.Direct, manage and lead activities to identify, analyze, and investigate flight safety hazards and latent risks; support investigations of industry accidents and internal events.Track and monitor actions, mitigations, and risks; report on effectiveness of mitigations; review past accident events and validate corrective actions.Provide regular safety reports and formal presentations to Chief Pilots and Fleet Managers; assist in developing training scripts and scenarios; support Fleet Safety Meetings with Flight Operation input.Support Pilots at the Toronto Base by establishing and staffing a flight safety office to facilitate interface with CSEQ and address safety concerns.Provide investigative support to the Senior Manager, Corporate Safety Investigations; provide on-call investigative support as required per Emergency Response Manual (Publication 400); liaise with national investigative authorities.Serve as a member of the safety-on-call group and the Emergency Response Team as directed.Perform other tasks as required by the Senior Manager Operational Safety.QualificationsHigh School certificate; College or University degree preferred.Formal accredited training in accident investigation, human factors, risk management, quality management, or related areas; management training is an asset.Must hold or have held an aviation CPL, AME license, or relevant military training/experience.Extensive cockpit experience; experience as a Flight Operations or Aircraft Technical Operations Manager desirable. Accreditation in accident investigation, risk management, or quality auditing (ASQ, CQMgr, CQA, CQE, CQT) or equivalents; knowledge of AQD or similar software.Previous senior management or chief pilot/flight safety experience within a Canadian air operation is required.Comprehensive aviation knowledge including airline/airport operating procedures, regulatory frameworks (TC, FARs, EASA), ICAO, IATA safety practices, and Star Alliance practices; ability to interact with Transport Canada and TSB.
