Position Summary

The Manager, Disability Service will use their strong leadership skills, disability knowledge, and thorough understanding of claims management in a group benefits setting to oversee the day-to-day operations of the department. They will support a team that includes Case Managers, Adjudicators and disability payment roles, to ensure covered members accessing Sick Leave Support (SLS) and Extended Disability Benefits (EDB) receive the benefit support they need. This includes ensuring that programs are implemented in a manner consistent with the EDB plan document, ASEBP philosophy and guiding principles.

Along with overseeing the day-to-day operations, the manager will work at a strategic level alongside other members of the disability leadership team, to create departmental strategies that align with ASEBP's larger strategic plan.

Your Key Responsibilities

Aligning operations with ASEBP's strategic direction, objectives and culture.

  • Ensure department plans and operations are in alignment with the strategic direction set forth by the ASEBP trustees and the executive team, with a focus on improving EDB performance metrics, covered member and employer experience, and staff morale. Evaluate and report on progress.
  • In collaboration with the Practice and Process Advisor, review Key Performance Indicators to ensure strategies address plan and team needs, making adjustments where needed.
  • Identify risks to the EDB plan and operations, developing mitigation strategies to address those risks.
  • Develop business proposals for resources or projects to support the department's strategic objectives.

Leadership and Team Performance Management

  • Monitor performance management standards reporting and address any performance issues arising from the data.
  • Based on team performance and through consultation with Quality Assurance (QA), identify areas that require team level training and/or resource development.
  • Engage QA for employee or team-level reviews required to support performance-based discussions with employees.
  • Provide guidance to supervisors in dealing with employee matters.
  • Directly support escalated front-line employee performance management as needed.
  • Follow established performance management policies and procedures, provide direct, regular and consistent performance feedback to the supervisors.
  • Lead in accordance with the standards and principles set out by ASEBP for leadership-level employees, and coach and guide supervisors to meet those expectations as well.

Operational Support

  • Ensure team operations are optimized for service excellence, continuously improving and adapting to business needs.
  • Work with Practice and Process Advisor and QA to create continuous improvement plan, addressing changing needs.
  • Provide support, guidance and mentorship to supervisors and team members, to support the delivery of ASEBP's strong holistic, customer-focused approach.
  • Support complex case management, assessing the unique nature of complex leaves. Provide direction on how the plan can be leveraged in those cases.
  • Consult with legal counsel on complex case management and financial EDB matters where plan design is not clear and requires case precedent assessment or other further legal interpretation needs.
  • Respond to escalated member and employer issues as required.
  • Provide guidance and support for the Retirement Incentive for Teachers and Employees (RITE) program.
  • Monitor and manage discretionary spending using established standards and guidelines.

Budget Planning

  • Follow ASEBP's established yearly budget cycle, address yearly resourcing needs to ensure smooth operations year over year.
  • In consultation with the Director, create business proposals for off-cycle budgetary requests as needed.
  • Forecast operational resourcing needs in support of ASEBP's yearly budget cycle.
  • Make financial decisions following the spending authorization matrix.
  • Manage administrative budget, ensuring that the department receives proper support from external and internal vendors.

Liaise with other departments to foster strong working relationships, seamless cross-departmental processes and meet organizational goals.

  • Act as working sponsors or in other capacities on projects as required.
  • Review and assess EDB total disability or policy appeals following the established practice and processes. Leverage QA and legal counsel where appropriate.
  • Assess and resolve EDB payments issues including overpayments, write-offs, etc. as required.
  • Review and assess discretionary settlement/spending requests as they arise following the established spending authority matrix.
  • Partner with other ASEBP managers to ensure strategic activities are supportive and complimentary to other business units across the organization.
  • Keep up to date with organizational learning objectives, training and L&D program. The Manager Disability Services will keep current with the trends and practices in disability management in the group benefits landscape.
Your Education and Experience
  • Completion of a university degree in a related field.
  • Five to ten years of experience in a leadership position.
  • Experience working with the Alberta education sector is an asset.
  • Experience in group benefits is an asset.

A combination of education and experience may be considered.

Your Abilities
  • Extensive experience in case management, particularly as it relates to disability management.
  • Some experience in the financial management of disability plans
  • Transformational leadership skills, including strong emotional intelligence, and the ability to effectively give and receive feedback.
  • Previous work in a unionized environment or with unionized client groups.
  • Experience in reviewing and interpreting plan documents.
  • Strong interpersonal and customer services skill with an ability to communicate with various stakeholders.
  • Strong written and verbal skills with an ability to effectively communicate complex health and benefit information to a variety of audiences.
  • Exceptional prioritization and time management skills.
  • Ability to communicate in difficult situations.
