The Peace River Regional District (PRRD) was established in 1967. In 1987 the district split into two areas. Electoral Area ‘A’ and all lands above the 58th parallel became the Northern Rockies Regional Municipality. Lands under the 58th parallel and east of the Rockies became the Peace River Regional District.
There are 27 regional districts in British Columbia. The PRRD is the biggest at 119,000 square kilometers and has a population of 61,532, based on the 2021 census.
Services provided by the PRRD include:
- community recreation
- solid waste management
- planning
- bylaw enforcement
- rural water services
- sewage collection and disposal
- parks
- building inspection
The PRRD’s economy is comprised of agriculture, tourism/recreation, manufacturing, oil and gas, hydro-electric power generation, forestry, and mining.
The Peace River Regional District is made up of four (4) electoral areas, which include seven (7) municipalities, over forty (40) unincorporated (rural) communities and seven (7) First Nations communities.
Vision – A strong, diverse and sustainable Peace River region inspired by innovative leadership that promotes livable and safe communities.Mission – The Peace River Regional District provides regional and sub-regional public services that are socially, environmentally and economically sustainable in response to expressed needs in the region.Values – Accountability, Cooperation, Credibility, Fairness, Honesty, Integrity, Leadership, Respect, TrustReporting to the Chief Administrative Officer (CAO), the Human Resources (HR) Manager is responsible for the management of all people and talent matters along with supporting the overall employee experience. The incumbent provides support, advise and coaching to the CAO, Department Heads, Managers and staff on human resource related issues, acts as an employee confidant and resource, and is a change agent proposing anticipated HR related needs including systems, processes, training, programs, and policies. Furthermore, ensures practices are consistent and comply with legislation including but not limited to the Employment Standards Act, collective agreements, administrative regulation, policies and procedures. The individual will establish relationships across the District to deliver value added services to management and employees consistent with the District’s business objectives.
It is expected that the HR Manager will reside within the District.
Roles and Responsibilities- Responsible for employee and labour relations, including involvement in collective bargaining.
- Work closely with the CAO, Managers and outside agencies to support recruitment, orientation, training, performance, succession planning, staffing plans and all associated documentation.
- Work with managers and union representatives to ensure knowledge of and compliance with the collective agreement, provide guidance through the grievance/complaint process, assist with collective bargaining, and act as the organization’s representative with outside agencies and in hearings.
- Prepare and present reports to the Regional Board.
- Provide leadership, energy and passion to invest in our people and culture.
- Champion innovative HR initiatives and strategies related to employee engagement.
- Develop and lead practices that will provide an employee-oriented, high-performance culture that emphasizes accountability, quality, productivity and high standards.
- Develop and maintain contracts, policies, procedures that comply with employment, align with HR best practices and support the achievement of the organization’s goals.
- Coordinate and participate in Labour/Management Committee.
- Excellent knowledge of employment and labour legislation and government policies (i.e. BC Labour Relations, BC Employment Standards, Human Rights, Work Safe B.C., etc.).
- Extensive knowledge in human resources functions.
- Solid understanding of the principles of confidentiality when dealing with sensitive employee information, workplace investigations and job competitions. Awareness of the applicability of the Freedom of Information and Protection of Privacy Act in an HR setting.
- Demonstrate strong leadership skills to provide strategic direction to direct reports while creating a positive work environment.
- Knowledge of practices and processes of recruitment.
- Demonstrated excellent communication and interpersonal skills to interact effectively with union representatives, management and administrative personnel, key stakeholders and other agencies.
- Able to understand business goals and recommend new approaches, policies and procedures to effect continual improvements, productivity and development of HR within the organization.
