About the Job:
The Executive Director, Indigenous Relations (Executive Director) is responsible for providing advice to senior Regulator leadership, staff and industry on emerging issues and proactive strategies to engage Indigenous peoples in the development of regulatory regimes, negotiations and permitting of oil and gas activities.

This role embraces innovative ideas and continuous improvement and operates in a complex, rapidly evolving environment under significant public and political scrutiny. The Executive Director works with other Department Leads to implement consultation and application review and decision-making processes, through the development of innovative programs, policies, processes, and operational procedures. The Executive Director works collaboratively with BCER staff across all divisions, as well as with senior government staff at the regional and provincial levels, to assist in responding to Indigenous concerns regarding oil and gas development and to ensure that issues are managed effectively. The Executive Director is responsible for ensuring the relative direction of broader Government Indigenous policy is understood within the BCER, and negotiations affecting the BCER’s mandate are carried out in a coordinated and cogent manner.

The Executive Director provides leadership and support across the BCER to identify priorities for Indigenous engagement, ensuring there are effective and appropriate procedures, practices and training supports in place to guide engagement, build relationships, and reduce risks. This role also ensures the BCER’s legal responsibilities with respect to Indigenous peoples are effectively carried out.

The Executive Director provides senior leadership to the Branch and directs a geographically dispersed team throughout the Province.

Responsibilities

  1. Respect Indigenous knowledge, embrace reconciliation, and bring these values to the role to develop meaningful partnerships with First Nations in the areas of stewardship, consultation, and application review and decision-making processes.
  2. Lead the development, implementation, and continuous improvement of initiatives supporting the areas of consultation, and application review and decision-making processes.
  3. Lead the development and implementation of partnerships and agreements with Indigenous Nations to support working together throughout the regulatory lifecycle (Community Outreach, Workshops, Capacity Funding, regulatory collaboration, etc.).
  4. Lead the development and implementation of engagement activities to strengthen ongoing relationships with Indigenous Nations through consultation.
  5. Develop strategic direction to ongoing negotiations with Indigenous groups and lead those negotiations when necessary.
  6. Develop tools and supports to ensure industry effectively engages with Indigenous groups on regulated oil and gas activities.
  7. Provide strategic direction for a team of geographically dispersed staff in the development and implementation of a comprehensive range of Indigenous strategic initiatives and ensure they align with corporate business and strategic plans.
  8. Prepare and/or present briefing materials on Indigenous issues and strategies for the BCER Executive, Board of Directors, and relevant government agencies as required.

Financial Responsibilities:
Manage the department budget according to the BCER financial policies.

Qualifications

Education:
Bachelor’s degree in Natural Resource Management, Public Administration or a related field and five or more years of progressive management roles with oil and gas industry and/or government; or an equivalent combination of education and experience.

Experience:
Proven experience in leading consultation/negotiations with Indigenous groups on complex issues and processes and in natural resource sector operations.

Proven experience in a senior management capacity dealing with politically sensitive and provincially significant issues with developing policy, procedures and operational practices.

Demonstrated experience in the development and implementation of process improvements for consultation and/or negotiations.

Proven experience leading presentations and high-level briefings for Executive.

Proven experience leading teams and individuals through proactive coaching and support in a complex working environment.

Proven experience working with Section 35.1 Aboriginal Rights in relationship to British Columbia and Resource Development.

Working Conditions & Physical Requirements:
Travel may be required in the normal course of business. Preferred work location is Fort St. John.
