h3>Senior Manager, Health, Safety & Environment (HSE)
  • Reports to the Vice President of Construction, and as directed by the CWC Executive.
  • Direct reports may include HSE Manager and CSO’s.
  • Works closely with Estimators, Project Managers, Equipment Manager, and all levels of field staff and others, as part of a collaborative team-based culture.
Key Responsibilities

HSE Strategy and Leadership:

  • Develop, implement & maintain the corporate HSE strategy, policies, and procedures.
  • Act as the primary point of contact for all HSE related matters within the organization and liaise with regulatory bodies as necessary.

Compliance and Risk Management:

  • Ensure compliance with all applicable HSE regulations and standards.
  • Conduct regular audits and inspections to identify potential risks and ensure corrective actions are implemented.
  • Develop, maintain and execute a risk management framework to proactively identify and mitigate HSE risks.
  • Manage all aspects of Worksafe BC’s Certificate of Recognition (COR) program.
  • Develop and maintain effective cross-divisional communications with project and corporate personnel to ensure a coordinated and efficient corporate approach to program and service delivery.

Training and Development:

  • Oversee and participate in the development and delivery of HSE campaigns and training programs to ensure all managers, project teams and personnel are knowledgeable and competent in relevant practices and procedures.
  • Foster a continuous learning environment, promoting the development of HSE skills and knowledge across the organization.
  • Work closely with project staff to ensure there is confidence and understanding of the HSE regulations, policies and processes.

Performance Monitoring and Reporting:

  • Enhance and implement key performance indicators (KPIs) to monitor HSE performance.
  • Prepare regular reports on HSE performance for senior management, identifying trends, areas for improvement, and success stories.
  • Ensure accurate and timely reporting of HSE incidents and near misses.
  • Lead initiatives to drive continuous improvement in HSE processes and performance.
  • Implement best practices and innovative solutions to enhance the effectiveness of HSE management systems.
  • Facilitate regular reviews and updates of HSE policies, procedures and systems.

Stakeholder Engagement:

  • Build and maintain strong relationships with internal and external stakeholders, including regulatory bodies, clients, and industry groups.
  • Represent the organization in HSE-related discussions and negotiations.
  • Communicate HSE expectations and achievements to all levels of the organization.

Emergency Response and Incident Management:

  • Enhance and maintain emergency response plans and procedures.
  • Investigate and manage HSE incidents, ensuring root causes are identified and corrective/preventive actions are implemented.
Qualifications, Skills, and Competencies
  • Education in Occupational Health and Safety, Environmental Science, Engineering, Construction Management, or a related field.
  • Minimum 15 years of experience in construction safety management, ideally with a focus on heavy civil construction industry practices and processes.
  • Strong knowledge of Canadian/BC HSE regulations, WCB requirements, standards, and best practices.
  • Proven track record of successful HSE strategy development, cultural change initiatives and implementation, including solid presentation, meeting and training facilitation skills.
  • Demonstrated experience in report writing to a senior level.
  • Demonstrated capability to develop and nurture business relationships with industry leaders and stakeholders in order to identify their needs and act as their advocate in proactively communicating those needs and managing issues.
  • Proficiency in HSE management systems and software (HCSS Safety knowledge an asset).
  • High ethics, tact, diplomacy and emotional intelligence. Thorough and detail oriented, with good organizational and time management skills.
  • Knowledge and understanding of unionized labor environment an asset.
