About the Role:

We are seeking a dynamic and experienced individual to join our team and lead the maintenance and enhancement of our parks and non-recreational facilities. As the Manager, Parks and Facilities, reporting to the Director, Community Services, you are responsible for managing the operation and maintenance of seasonal amenities such as the harbours, tourist camps and seasonal buildings. The division operates and maintains all active and passive parks, including trails, playgrounds and waterfronts throughout the municipality, as well as non-recreational facilities.

Key Responsibilities:

  • Advisory Role: Serve as a key advisor to the Director and respond to Council inquiries with political acuity.
  • Project Management: Follow up on Council directives and strategic initiatives, ensuring progress and identifying improvement opportunities.
  • Communication and Collaboration: Promote open communication and positive working relationships, facilitating idea exchange between departments.
  • Representation: Act as the primary representative of the Division with external agencies and organizations.
  • Strategic Vision: Ensure direct reports maintain a strategic vision aligned with the Corporate Strategic Plan and annual Business Plan.
  • Performance Management: Conduct performance management, coaching, mentoring, and recruitment within the division.
  • Operational Leadership: Provide day-to-day direction and coaching to staff including unionized and non-union staff, ensuring efficient operations and continuous improvement.
  • Administrative Duties: Complete administrative tasks for direct reports, such as time sheet approval.
  • Project Implementation: Plan, schedule, and coordinate activities to implement projects in alignment with the Town's Business Plan.
  • Financial Management: Provide input to business plans and budgets, monitor project performance against budget, and communicate financial responsibilities.
  • Policy Compliance: Ensure knowledge and compliance with relevant policies, programs, and procedures, including Health and Safety.
  • Committee Participation: Represent the Town on committees, attend meetings, and participate in public meetings.
  • Parks and Facilities Management: Manage and support operations, capital, and maintenance of parks, recreational and non-recreational facilities.
  • Lease and Service Agreements: Manage and negotiate lease and service agreements with facility tenants.

Education and Training:

Post secondary diploma or degree in business management, horticulture, facility management, recreation, or a related field.

Ontario Recreation Facilities Association (ORFA) / Parks and Recreation Ontario (PRO) applicable designations and certifications.

Experience and Knowledge:

  • Five (5) years of progressive experience in Parks and Facilities, including two (2) to three (3) years of municipal management experience.
  • Highly experienced in project management.
  • Applied experience in parks operations, horticulture, facility management and turf management.
  • Thorough working knowledge of Windows and Microsoft Office applications, database management, and office equipment. Knowledge and experience working with financial systems.
  • Knowledge of applicable legislation including the Employment Standards Act (ESA), Occupational Health and Safety Act (OHSA), Accessibility for Ontarians with Disabilities Act (AODA), Ontario Building Code (OBC), Technical Standards and Safety Authority (TSSA), Canadian Standards Associations (CSA), and applicable provincial, federal regulations.
  • Knowledge of Municipal infrastructure, operations, risk management, equipment operations, fleet management, union agreement.
  • Possess a valid Class G Driver's License.
  • Experience managing in a unionized environment is a strong asset.

Experience working within a public sector environment is considered a strong asset.
