Offering strategic insight to foster relationship-building and identify partnership opportunities that advance inclusive and effective community engagement strategies. Driving transformative change in how the City of Toronto engages with First Nations, Inuit, and Métis communities to ensure respectful, responsive, and impactful outcomes.As the Manager Partnerships & Community Relations (Indigenous Engagement), you will work in an environment where your community engagement and leadership skills will drive your ability to shape and advance the City and Solid Waste Management Division’s work with First Nations, Inuit and Metis. If you are someone who is passionate about influencing change and cultivating meaningful relationships, consider this important opportunityMajor ResponsibilitiesDevelop and maintain strong relationships with urban Indigenous community leaders and organizations, treaty partners and territorial partnersDevelops and implements detailed plans and recommends policies regarding program specific requirements.Manages assigned projects, motivates and trains the unit's staff and/or relevant City staff from other divisions supporting Indigenous engagement, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.Provides strategic planning and tactical delivery of a high-profile community relations program focused on, public engagement, education, and collaboration.Provides strategic insight to identify relationship-building and partnership opportunities to shape and achieve effective community relations programs, plans and objectives.Anticipates and addresses the evolving needs of communities and external stakeholders and drives change to improve engagement programs.Leads the development of Key Performance Indicators (KPIs) and dashboards to monitor, measure and assess the impact and effectiveness of expansion/development related community relations program/strategy; continuously identifies and advances opportunities with the public to innovate, streamline, and enhance community relations practices.Works and collaborates with the senior management team to develop cohesive and comprehensive messaging in support of the City of Toronto's Indigenous engagement priorities and programs on expansion/development initiatives.Delivers strategic advice, options and recommendations for issues management, including strategy, analysis, and messaging, as well as identifying and mitigating risks and concerns of City staff, Members of City Council and Indigenous communities/partnersRepresents the City of Toronto when engaging with the public and community organizations at public meetings to present and discuss Indigenous engagement.Develops and manages annual and long-term budgets and staffing plans that adhere to corporate standards and any applicable legislated restrictions or cultural considerations Acts as the key point of contact for Indigenous engagement inquiries.Prepares comprehensive reports and presentations to Committees of Council, and Council and Indigenous community partners (where applicable)Manages strategic and effective relations with City staff, Members of City Council, other governments, treaty and territorial partners, public agencies and partners.Provides strategic advice and recommendations, operational support and professional judgment on complex and contentious issues for the division's Senior Management Team. Manages strategic issues in collaboration with senior management and anticipates high profile service area issues in the media or political domain and formulates appropriate responses.Identifies and manages emerging issues and priorities and reacts to unplanned opportunities or crises.Advises senior management of actual and anticipated problems and effectively gathers relevant background information with stakeholders, offering consultative advice on wide- ranging issues and drafts appropriate responses.Resolves operational and administrative issues on behalf of Director by liaising directly with senior staff across the organization.Establishes and maintains effective and collaborative working relationships with the corporate senior management team, management staff, staff from other City divisions and external stakeholders including Agencies, Boards and Commissions.Ensures that the Director is fully briefed on matters, in a timely, accurate and comprehensive manner so that the Director is able to provide direction, make decisions and respond to Councilor's questions and concerns, at Committee/on the floor of Council and in the day-to- day operations for the team.Ensures the Director is kept fully informed of the matters before Council, its Committees and at Standing Committee Chair briefings. Represents the Director at Standing Committee briefings and supports the Director at City Council and related Standing Committee meetings. Drafts reports and responses for the Director on divisional issues, projects, escalated complaints and related matters and provides guidance in the development of briefs, policy documents and other material.Consults, advises and communicates with senior staff in the division and corporation, Members of Council and their staff, and other relevant City staff to facilitate issues resolution.Makes recommendations to the Director and gives direction to staff regarding the issues management process.Works with Strategic Communications on public and media relations, including effective communication strategies to respond to, manage and track a broad range of service area issues and critical occurrences.Maintains a continuous and thorough knowledge of current corporate issues and initiatives.Key QualificationsLived Experience as First Nations, Inuit or Métis is an asset.Extensive knowledge of solid waste management, community benefits agreements, and environmental monitoring and reporting is an asset.Extensive management or senior-level communications, issues management and media relations experience in a large public sector organization or corporation.Considerable experience leading, motivating, coaching, developing teams and building effective relationships internally and externally.Experience planning, developing and writing a broad range of materials including reports, briefing notes, strategic documents, articles.Considerable experience in a project management leadership role delivering projects, activities and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.Knowledge of the history of Indigenous Peoples in Canada, including the legal, social and economic issues affecting Indigenous communities and demonstrated commitment to reconciliation is considered an asset.Superior oral and written communications skills with the ability to deal effectively with the public, media, political representatives, diverse community stakeholders and staff at all levels of the organization.Excellent analytical and problem solving skills, oral/written communication skills.Ability to foster an organizational culture that emphasizes innovation, collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity to support public service excellence.Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.Post‑secondary education in a discipline pertinent to the job function (e.g. public administration, Indigenous Studies, Indigenous governance, communications, social work with emphasis on community engagement, public health with emphasis on community engagement, marketing, public/community relations, journalism) or an approved combination of education and experience.Join UsIf you are interested in learning more about the Indigenous Affairs Office, you can participate in a virtual Teams meeting with representatives from the Indigenous Affairs Office, Solid Waste Management Division.Information SessionInformation Session Date: November 20th at 1:00 pmRegistration Link: Microsoft Virtual Events Powered by Teams*Please click on the career site link to view the full job description and apply. #J-18808-Ljbffr
