Purpose Accountable for providing specialized expertise, leadership, and advisory services on total rewards and HRIS programs, services, and initiatives in workforce planning, Workday, and compensation to support HR strategies and customer service. Responsibilities Provide strategic expertise, advice, and guidance to HR management and colleagues on FSRA’s total rewards strategy, programs, and plans, including benefits, pension, salary administration, job evaluation, and workforce planning. Ensure human resource business needs are defined, prioritized, and implemented through oversight of HRIS modules in Workday (Advanced Compensation, Payroll, Recruitment, Talent & Performance Management, Learning, etc.). Lead testing, validation, and implementation of HRIS business process changes. Manage creation, changes, and maintenance of HCM organizational structures, such as Supervisory Organization, Custom Organizations, Location, Pay Group, and others. Lead the job evaluation of executive, management, and unionized positions, guiding committees and determining evaluations using established structures, guidelines, and systems. Lead FSRA’s Pay for Performance Program, including tool development, oversight, and outcome analysis. Maintain all compensation content across databases and shared drives, including job descriptions, salary ranges, and pay guidelines. Analyze and resolve complex compensation issues with the HR team, participating in grievance resolution as required. Create reports and analyses on total rewards programs, trends, cost projections, and support planning, board presentations, government submissions, collective bargaining, and budgeting. Administer FSRA’s salary structure and compensation plans, ensuring compliance with legislation, Collective Agreements, and policies; collaborate with Payroll for accurate salary changes. Research best practices, legislative issues, and market competitiveness; recommend technology needs to deliver effective compensation and benefits. Develop workforce demographic profiles and analyses to support capacity assessment for service delivery, including staffing, vacancy management, succession planning, talent management, and retirement projections. Coach and train HR team and clients on total rewards, workforce planning, HRIS, compensation, benefits, and related programs. Lead special projects and governance for compensation and benefit plans aligned with strategic priorities. Participate in Human Resources Committees and prepare presentations for the Director, Chief HR Officer, CEO, and Board. Collaborate with HR colleagues on departmental priorities. Qualifications Education and Experience Degree/Diploma in Human Resources or related field. 5–7 years’ experience providing HR services focused on total rewards and workforce planning, with 5 years of Workday Human Capital Management experience or training. Specialized experience in workforce planning and compensation linking to HR planning within an evolving, unionized environment. Knowledge and Skills Expertise in HR theories, principles, and best practices for workforce planning, reporting, compensation, total rewards, benefits, and HRIS systems. Knowledge of job evaluation systems and relevant legislation (e.g., Ontario Employment Standards Act, Human Rights Code, Pay Equity Act, Occupational Health and Safety, WSIB). Proven customer service, partnership, and teamwork skills. Strong interpersonal and collaboration abilities across all organizational levels. Ability to protect and maintain confidential information. Critical thinking and problem‑solving skills using creativity and sound HR principles. Ability to work independently, prioritize, and meet conflicting deadlines. Excellent oral, written, and presentation communication. Proficiency with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and internal applications.
