The Ontario First Nations Technical Services Corporation (OFNTSC) is a nonprofit organization that provides technical advisory services, training, and capacity development to First Nations communities in Ontario. We seek a highly motivated and skilled Capital Projects Coordinator to join our team at OFNTSC. Under the guidance of the Senior Operations and Maintenance Advisor and the Director of Engineering and Infrastructure, the Capital Projects Coordinator will lead and manage the National Asset Management Pilot Project with the AFN and the Extended Asset Condition Reporting System (E-ACRS) for First Nation communities. This includes coordinating and completing all project activities on time within budget and scope. This position requires strong project management, cultural sensitivity, communication, organizational, and collaboration skills.

These tasks must be executed in alignment with the culture and values of OFNTSC while maintaining strict confidentiality.

Duties

Responsibilities:

  • Manage and supervise the implementation of the Enhanced Asset Condition Reporting (E-ACRS) and the AFN National Asset Management (AM) Pilot Project for Indigenous communities in Ontario.
  • Lead all activities throughout the planning, procurement, and implementation phases of E-ACRS and AM project(s).
  • Develop Terms of Reference for retaining third-party consultants for various asset conditions and asset management initiatives.
  • Coordinate internal and external technical staff to conduct E-ACRS assessments effectively.
  • Establish cohesive working relationships and agreements with First Nation communities.
  • Lead project evaluation meetings and assist with the consultant selection process.
  • Supervise consultants' work to ensure alignment with project specifications and requirements.
  • Act as point of contact for First Nation administration regarding their asset condition projects.
  • Provide necessary updates to First Nation leadership, administrative, and technical staff regarding the progress and findings of their asset condition and asset management projects.
  • Coordinate with First Nations administration to conduct E-ACRS fieldwork to assess asset condition.
  • Maintain a positive working relationship with the First Nation in executing their project tasks.
  • Review project reports and field results to ensure completeness and accuracy.
  • Generate reports for various funding agencies, including DCI reporting that update Indigenous Service Canada’s ICMS, E-ACRS, & FNIP.
  • Offer recommendations to key stakeholders on best practices for managing assets.
  • Develop and maintain action plans, strategies, and overall performance for projects.
  • Coordinate project involvement with other program staff within OFNTSC as required.
  • Coordinate and manage the relationship with the client, all stakeholders, and third parties/vendors.
Qualifications

Qualifications:

  • University Degree or College Diploma in Civil Engineering, Geomatics Engineering, Environmental Science, GIS Technician, or similar program.
  • A minimum of 10 years of working experience with First Nation communities, five years of that experience in Project Management of Infrastructure Projects.
  • Knowledge & experience with Microsoft Excel, CMMS, GIS, and relational databases.
  • Excellent research, negotiation, facilitation, decision-making, and people skills are required.
  • Good understanding of First Nation’s funding arrangements and processes for community infrastructure.
  • Cultural sensitivity and understanding of First Nations traditions and socio-economic conditions.
  • Having a PPM, AMP, MMP or IRP designation is an asset.
  • Experience working in a multi-disciplinary team environment and comfortable leading and directing other professionals.
  • Proven ability and experience in executing strategic asset management processes successfully.
Conditions
  • Out-of-town traveling is required through the province of Ontario.
  • Reliable and insured vehicle and Valid Class G Ontario driver’s license.
  • Must be task-oriented and able to work with minimum supervision.
