Capability Sustainment Project Engineer

Location: Ottawa, Canada

Position Summary

Thales Canada is looking for a Capability Sustainment Project Engineer to support its Non-Combatant In-Service Support Programs for the Royal Canadian Navy, primarily AOPS and JSS In-Service Support (AJISS) portfolio.

The role of the Capability Sustainment Project Engineer is to lead and organize the in-service capability insertion and sustainment program, primarily AJISS, by coordinating, tracking and reporting all engineering changes assigned to individual PMs, EDMs or Work Pack Managers. The Capability Insertion and Sustainment Manager then liaises with various internal and external stakeholders in order to develop and maintain the Capability Insertion and Sustainment Roadmaps, Engineering Changes B2B process, tracking the implementation of projects, tracking future requirements, and informing the Program Annual Operating Plan (PAOP).

Key Areas of Responsibility

  • Coordinates the Capability Insertion and Sustainment Program; Develops and maintains Capability Roadmaps and associated dashboards; Coordinates the status of all Options Analysis and Engineering Changes with WPMs and creates the Engineering Change Program Status report; includes tracking implementation of Engineering Changes on vessels as well as the submission of various reports;
  • Oversees the development and maintenance of the Engineering Change Management Plan, Procedures and B2Bs; Organizes the monthly Engineering Change Meetings or other related meetings; Manages the overall engineering change submissions in accordance with the Chorus 2.0 Thales processes; Mentors and supports WPMs, EDMs and PMs in the preparation of their Estimates/Bids/Quotations;
  • Assists the LCMM & Engineering Manager in identifying the staffing plan required to support the overall capability insertion and sustainment program, as well as developing the multi-year financial forecast for inclusion in the Program Annual Operating Plan;
  • Contributes to the review, development and implementation of the requirements of the In-Service Program Management Plan, the Life Cycle & Materiel Management & Engineering Plan and all relevant sub plans, processes and procedures as well as various contractual requirements such as Monthly Progress Reports;
  • Collaborate with the Finance and Contract Manager to establish the estimating guidelines; Assists in the creating of estimating templates;
  • Foster Enterprise values and develop relationships with industry, DND, FMF and the RCN;
  • Provide oversight and day-to-day technical direction to a team of matrix employees in accordance with the organization’s policies and procedures.

Minimum Requirements

  • Possess a minimum 3-year technical program diploma offered by a recognized technical institute or certified as a technologist by a recognized provincial, state, or federal (national) licensing body in a relevant field or certified to the QL-6B level of military technical training;
  • Possess a minimum of 5 years of demonstrated experience performing engineering cost estimates for marine related equipment and/or platforms within the last 10 years.

Preferred Qualifications

  • Engineering Degree in mechanical, electrical, electronic or marine engineering or naval architecture;
  • Project Management training and certification such as PMP combined with industry experience would be an asset;
  • Experience working with a defence contract;
  • Familiar with project management tools such as Jira.

Physical Demands

  • Predominantly office work but may occasionally be required to work in dockyards and onboard Naval ships.
