Senior Manager of Facilities Services - Operations and Environmental Sustainability

Number of Direct Reports and Titles: 3 direct reports, including Managers within Facilities Services

Reports to Head of Facilities Services

Number of Indirect Reports and Titles: Approximately 600 indirect reports, including supervisors and staff within Facilities Services Department Facilities Services

Regular office hours, after hours meetings as scheduled and emergency response as needed

Job Purpose

Oversees and leads a portfolio of functions within the Facilities Department including, custodial services, maintenance services, and community use of schools, for the Durham District School Board (DDSB). Oversees the provision of services within the portfolio in support of the organization’s strategic objectives and in compliance with relevant regulation & legislative standards, along with Ministry directives, while ensuring that staff and students are provided with a safe & functional learning environment. Works together with the Senior Manager of Facilities Services – Development to ensure the integration and alignment of all functions within Facilities Services. Assists the Head of Facilities Services with the development of DDSB’s Facilities Services’ strategy, to ensure alignment with DDSB’s policies and objectives. Leads Facilities Services initiatives for environmental sustainability and energy conservation.

Accountabilities

LEAD AND MANAGE THE TEAM: Lead a team of managers by providing technical and problem-solving guidance. Manage internal resources to ensure adherence to DDSB policies, Ministry requirements, and various legislative regulations. Provide mentoring, coaching, and leadership to managers as required, empowering the managers and the team to work independently, make decisions, coordinate services, and work in harmony to accomplish DDSB’s Facilities Services strategic objectives. Assist the Head of Facilities Services with the development of, and lead the implementation of structures, policies, and processes that promote employee development.

PLAN OPERATIONS: Plan the overall operations of the portfolio in accordance with DDSB policy by ensuring the daily & annual priorities for the schools and staff are achieved. Review and analyze performance and outcome data for the portfolio to determine portfolio needs. Oversee the development of function-specific comprehensive operational plans in compliance with DDSB policies, Ministry requirements, and various legislative regulations. Identify and evaluate emerging industry trends and translate them into strategic priorities as required. Improve the effective utilization of resources for staffing by supporting managers and approve staffing requirements as well as approving the selection of new hires (internal and external resources).

MANAGE OPERATIONS: Manage the overall operations of the portfolio in accordance with Board policy by identifying & solving any potential obstacles and improvements to portfolio services. Integrate services within a portfolio by collaborating and managing Facilities managers on processes and procedures, to ensure coordinated services are provided. Oversee the implementation of operational plans and monitor to ensure achievement of objectives in an accurate and timely manner, in compliance with DDSB policies, Ministry requirements, and various legislative regulations. Translate organizational change strategies into actionable, specific, and practical goals, processes, and time frames. Assist the Head of Facilities Services with the development of, and lead the implementation of structures, policies, and processes that promote DDSB and Ministry mandates. Resolve conflicts within and across teams, portfolios, and Facilities Services department.

INTERNAL STAKEHOLDER MANAGEMENT: Develop and implement DDSB’s portfolio-specific standards and policies to ensure compliance with legislative & other requirements. Partner with various functions, departments, schools & school staff to provide services by ensuring that facility services provided allow for program delivery. Build and maintain a network of internal contacts and resources to support Facility Services initiatives. Collaborate with various internal DDSB departments to align multiple perspectives and competing requirements, in order to develop effective solutions for DDSB. Examine potential implications of decisions & solutions on all affected stakeholder groups, which may include several areas & departments across DDSB. Oversee the development of reports for Board of Trustee approval, consisting of analysis and recommendations pertaining to all aspects of portfolio’s operational plans and projects. Present reports to Administrative Council (Board Senior staff) and Trustees at In-Camera and Public session meetings.

EXTERNAL STAKEHOLDER MANAGEMENT: Ensure various functions within the portfolio operate in compliance with relevant legislative bodies and authorities. Provide guidance to managers who represent the Board at Municipal Planning Committee meetings and Public Consultation Meetings. Resolve conflicts with parents for issues related to facilities.

Knowledge and Skills

Demonstrated experience in the operation and maintenance of a large multi site facilities portfolio Management skills including a demonstrated ability to effectively motivate and lead staff

Excellent oral and written communication skills

Knowledge of relevant legislation, regulations, and codes, provincial/ regional/ Occupational Health & Safety, employment standards and Ministry’s procedures/ standards

Project management skills to prepare schedules, budgets and resources at different stages of planning or execution

Experience managing budgets in excess of $20 million

Ability to manage competing timelines to successfully deliver projects within establish timelines.

Knowledge of energy conservation and environmental sustainability issues

Education and Experience

Education

Completion of a post-secondary university degree in Architecture or Engineering, or combination of education, training and experience demonstrated to be equivalent.

Experience

10 years School Board Facilities Department or development and construction environment required

5 years Project management experience required

5 years Municipal/Provincial/Regional requirements experience required

5 years Ministry/Board Policies/Procedures/Standards experience preferred
