Overview of PositionThe Director, Investigations and Systems, is responsible for leading and directing the Canadian Safe Sport Program (CSSP) Investigations team. This position is responsible for overseeing the investigation process in line with the CSSP rules and internal policies. The Director ensures the formal investigation and resolution process is properly actioned and is thorough, timely and procedurally fair. Collaborating with IT to develop and implement the database and systems that support the effective operation of the CSSP is also a key responsibility. The Director actively shapes the Investigations team’s structure, processes, and direction as the Safe Sport program evolves in its developmental phase. The Director will lead the Investigations team effectively and manage the budget to ensure the goals and desired outcomes are realized.
Duties and ResponsibilitiesLeadership and Management- Provide guidance, evaluate performance, recommend training and development opportunities and collaborate with HR on matters related to their direct report/s to ensure alignment with program and organizational objectives.
- Ensure ongoing training development opportunities for the investigation team in the area of trauma informed responses and maltreatment.
- Collaborate with the Executive Director, Safe Sport, for the development of strategic goals for the CSSP alongside others within senior leadership.
- Work with law enforcement agencies and child welfare as required.
- Develop relationships with international partners to improve and advance investigation processes.
- Ensure implementation of health and wellness model for the Investigations team and provide recommendations on improvements to the model.
- Participate in committees and other external meetings as required.
- Collaborate with the Executive Director, Safe Sport, and legal counsel to develop investigation policies and procedures.
- Coordinate with the Director, Intake and Assessment, to forward cases involving illegal matters or child protection to authorities and ensure proper briefing when a case moves to investigation.
- Review investigation reports and other investigations documentation.
- Collaborate with the Director, Intake and Assessment, and legal counsel to ensure the proper implementation and compliance with provisional measures.
- With the Director, Intake and Assessment, oversee requests to modify provisional measures in consultation with the Executive Director, Safe Sport, and legal counsel.
- Assess staffing needs for investigations, manage internal/external investigators and assign trained investigators to cases, ensuring trauma-informed practices.
- Work with legal counsel and Executive Director, Safe Sport, on determining sanctions.
- Serve as the lead contact for inquiries concerning investigations.
- Determine when to close anonymous reports or proceed with investigations where parties decline to cooperate.
- Ensure victim support services are provided, in collaboration with the Senior Manager, Victim Support and Communication.
- Participate in developing and implementing investigation policies and procedures in line with CSSP Rules.
- Work with the Director, Intake and Assessment, to ensure compliance with procedures and timelines, and determine breaches of CSSP Rules.
- Recommend policy amendments based on feedback, in coordination with the Senior Manager, Victim Support and Communication.
- Oversee training on the case management system with support from the Director, Intake and Assessment.
- Manage intake and case management systems, collaborating with IT to improve capabilities and track internal metrics and analytics for reported cases.
- Develop statistical data and analytics pertaining to the CSSP.
- Support research efforts by assessing trends and offering insight into reported cases.
- Provide weekly briefings to the Executive Director, Safe Sport, on investigations, trends, and issues, and recommended solutions.
- Develop internal quality controls, ensure team effectiveness, compliance with quality processes, and identify potential risks.
- Manage risks mitigation strategies and ensure stakeholder feedback is logged in the quality database for tracking and follow-up.
- University degree in the field of law, public administration, social sciences, or equivalent combination of education and experience.
- Minimum of 7 years progressive experience in relevant leadership positions along with demonstrated success in managing multi-faceted programs across a broad stakeholder sector.
- Knowledge of the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) and its implementation across Canadian sport systems.
- Knowledge of the regulatory and policy environment within which the CCES operates.
- Demonstrated success in personnel oversight including senior level personnel development and performance management.
- Success in achieving project goals while leading a team in fulfilling multiple project deliverables in a complex environment.
- Track record of driving team success through strategic vision and organizational leadership, with a proven ability to foster high-performing teams in challenging environments.
- Able to work in a collaborative, supportive fashion and bring people together in a way that promotes the organization’s best interests in keeping with the CCES corporate culture.
- Knowledge of the greater Canadian Sport Community and awareness of current issues impacting sport.
- Professional conduct, sound judgement and leadership skills. Strong interpersonal skills, including tact, diplomacy, and flexibility to work effectively with colleagues, peers and direct reports.
- Demonstrated success in strategic problem-solving, advanced time management, and conflict resolution in high-pressure environments.
- Proficient in MS Word, Excel, PowerPoint, Outlook.
- Excellent English verbal and written communication skills.
- French verbal and written communication skills preferred.
