Salary:
Salary range for the position is $88,990 to $127,923. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

About the job:
In accordance with the established vision and values of the organization, the Project Lead, Substance Use Management, Maternal Newborn Child and Youth (MNCY) Network will lead the project management; including the development of the project charter, plan, and implementation schedule. The Project Lead is responsible for accomplishing the project deliverables for the overall policy implementation specific to the perinatal, child and youth populations. This involves developing and managing relationships with a wide network of partners to ensure broad engagement and support of initiatives; developing and overseeing project plans and knowledge translation strategies; implementing standardized and evidenced based care practices and pathways. The Project Lead is responsible for monitoring progress and evaluating impacts; synthesizing evidence to inform approaches and strategies that optimize care and resource utilization across Interior Health (IH) facilities and programs.

Typical duties and responsibilities:
  • Develops multi-level relationships with regional / provincial groups, and balances competing interests across the region.
  • Co-chairs different working groups and leads invest partner engagement to resolve a range of problems, recommending leading edge best practices and identifying gaps to recommend improvements.
  • Manages the day-to-day operational aspects of the initiative, including identifying and resolving issues and conflicts related to the project. Performs risk assessments and collaborates with partner to ensure deliverables occur on time and on budget.
  • Develops knowledge translation plans for clinical practice initiatives, including identification of key partners and change agents. Leads communication of project deliverables and develops training materials.
  • Works independently, with guidance in only the most complex situations.
  • Utilizes an in-depth knowledge in all disciplines related to process, change and relationship management services to solve a range of complex problems; takes a broad perspective to identify innovative solutions and recommend best practice.
  • Recommends leading edge best practices and identifies organizational gaps to recommend improvements and build strategy.
  • Leads the development of a robust evaluation strategy utilizing the Health Quality Council of British Columbia Six Dimensions of Quality and utilizing empirical metrics according to a SMART evaluation framework. Ensures regular reporting to interested parties.
  • In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.

  • Performs other related duties as assigned.

Education, Training, and Experience
  • Graduate degree in business administration, adult education, health care profession, or related field. A post-graduate degree in a related field would be considered an asset.
  • A minimum of 5 –7 years working within a health care organization of significant size, complexity and diversity.
  • Specialized expertise in project management methodologies, with progressive and related project management experience.
  • Preferred PMP and PROSCI certification
  • Or an equivalent combination of education, training and experience.

Skills and Abilities
  • Breadth of knowledge of healthcare and understanding of patient care dependencies with the work performed.
  • Broad experience in facilitation/coordination of project planning, execution, reporting, monitoring and evaluation.
  • Knowledge and demonstrated application of systems thinking, change management and leadership strategies.
  • Good knowledge of corporate culture and the ability to assess any gaps against key organizational objectives.
  • Demonstrated ability to foster relationships and partnerships with internal and external partners (e.g. physicians and funding agencies).
  • Solid understanding of change process and people implications. Is able to work effectively at the most senior levels of the organization.
  • Uses extensive clinical informatics expertise for complex data analysis and interpretation, delivering benefits realization strategy, designing reports to meet the needs of various partners.
  • Interprets internal organization/external industry challenges and recommends best practices to improve processes or services.
  • Significant experience in problem solving, concerns resolution, investigation, and negotiation.
  • Team leadership skills, including demonstrated ability and comfort with decision making responsibilities, coaching and teaching, and the ability to inspire and build confidence in others.
  • Ability to work with multiple partners both internal and external to IH.
  • Demonstrated ability to think systematically and critically.
  • Effective communicator with strong organizational skills, influential skills, client focused orientation and commitment to providing quality services.
  • Ability to relay or explain complex issues or difficult situations. High level skills in negotiation, facilitation and conflict resolution are required.
  • Ability to develop and facilitate presentations to convey information or transfer knowledge.
  • Experience in coordinating projects or teams.
  • Motivated and adaptable team player with the ability to prioritize and meet deadlines.
  • Ability to travel within IH.
  • Physical ability to perform the duties of the position.
