Introduction and Background:

This project is guided by the value of Indigenous Health in Indigenous Hands, a principle that emphasizes the importance of self-determination in health care. In palliative care, this means that services will be designed and delivered in a way that honors the cultural, spiritual, and community-based values of Indigenous peoples. By placing decision-making and care delivery directly in the hands of Indigenous communities, the project ensures that palliative care is not only accessible but also aligned with the traditions, needs, and wholistic understanding of health that Indigenous families prioritize.


BANAC – Mamaway Wiidokdaadwin invites proposals from qualified consultants to develop and implement a regional Indigenous Palliative Care Strategy. The project aims to enhance palliative care services within Indigenous communities in the Ontario Central Region – specifically Simcoe County and Muskoka District – by addressing systemic barriers and promoting culturally safer and wholistic care. The consultant will coordinate the strategy’s development, provide training and education in the areas of palliative care, and support the integration of palliative care within the Indigenous healthcare system and framework. An important facilitator for change in this work will be the strengthening of the network of Indigenous Patient Navigators (IPNs) working in hospital care centres throughout the region.


Project Budget:

The total available budget for the project is $100,000, inclusive of all consultant fees, staff payments, meetings, needs assessments, consultations, printing, travel, and any other related costs. The consultant will be responsible for managing these resources effectively.


Scope of Work:

Strategy Development:

Creating a comprehensive Indigenous Palliative Care Strategy in collaboration with Indigenous communities and service providers. The strategy should be informed by comprehensive needs assessments and consultations.


Education and Training:

  • Providing culturally appropriate palliative care education to health care providers
  • Delivering training on advance care planning, grief, and bereavement support, and integrating traditional Indigenous practices in end-of-life care.
  • Building capacity in the regional network of Indigenous Patient Navigators to strengthen palliative care services and transitions in care.

Capacity Building:

Identifying opportunities for enhancing Indigenous palliative care service delivery, including connection with existing health systems and integrating trauma-informed practices.


Community Engagement and Consultation:

Conducting Consultations with Indigenous Communities and facilitating ongoing communication to ensure the strategy aligns with community needs and values.


Logistics and Coordination:

Managing logistics such as meeting coordination, catering, venue, rentals, preparation and printing of materials, participant travel, and other supports as required.


Proposal Requirements:


Interested consultants should provide the following:

  • Consultant Background and Experience: Provide a summary of qualifications, relevant experience in Indigenous health and palliative care, and past projects that demonstrate the ability to deliver similar work.

  • Proposed Work Plan: A detailed outline of the approach and methodology for completing the scope of work, including timelines, milestones, and deliverables.

  • Budget Breakdown: A breakdown of how the consultant plans to allocate the $100,000 budget, including specific costs for staff, travel, meetings, and other expenses.

  • References: Provide at least three references from previous projects, ideally within Indigenous health care or palliative care.

Evaluation Criteria:

  • Demonstrated Understanding of Indigenous Health Care: Familiarity with culturally safe care and the specific needs of Indigenous communities.

  • Experience in Palliative Care: Proven track record of developing and implementing palliative care strategies, particularly within Indigenous or remote communities.

  • Capacity Building Approach: Demonstrated ability to build sustainable health services capacity.

  • Cost-Effectiveness: Efficient use of the allocated budget to meet project objectives.

  • Integration of IPN network: Proposal clearly outlines capacity building initiatives and plans to leverage the IPN role in the region.
