We are seeking a Finance Officer - Policy and Government Relations, a strategic thinker who can take initiatives from concept to completion and engineer the way to a smart energy future.

JOB SUMMARY:

The Finance Officer - Policy and Government Relations is responsible for supporting the financial and policy engagement with government and community stakeholders to advance Hydro Ottawa Holding Inc.’s 8-point strategic plan and the financial products and services of its subsidiaries. The Finance Officer - Policy and Government Relations is responsible for implementing strategies that align with the organization’s financial interests, managing grant applications, monitoring, and analyzing policies, and ensuring that financial objectives are integrated into the company’s advocacy efforts.

MAJOR RESPONSIBILITIES:

  1. Support the development and implementation of financial strategies that promote Hydro Ottawa’s interests with government officials, policymakers, and external stakeholders at all levels.
  2. Collaborate with internal teams to align financial goals with policy initiatives and ensure that financial interests are represented in all advocacy efforts.
  3. Identify grant opportunities that align with Hydro Ottawa’s strategic goals and develop comprehensive grant proposals.
  4. Gather and analyze financial data to support grant applications, ensuring accurate and timely submissions.
  5. Manage the grant application process from inception to completion, including tracking and reporting on grant performance.
  6. Monitor and analyze government and industry association policies with a financial impact, contributing to recommendations for proactive engagement and advocacy.
  7. Conduct financial analysis of policy changes and emerging trends, providing strategic recommendations to senior management.
  8. Assist in building and maintaining relationships with key internal and external stakeholders, including government officials, industry associations, and community organizations.
  9. Represent Hydro Ottawa in meetings and events with key stakeholders to effectively communicate the organization’s interests and objectives.
  10. Participate in cross-functional teams to execute public policy and government relations strategies, ensuring alignment with financial objectives.
  11. Prepare and present financial reports, grant performance reviews, and analyses to internal and external stakeholders.
  12. Collaborate with the Manager, Policy and Government Relations, and senior leaders to integrate objectives into public functions, speeches, or other engagements.
  13. Prepare research and briefing materials for various audiences, including senior management, government officials, and external stakeholders.
  14. Support the preparation of financial reports and presentations on government affairs and policy issues.
  15. Perform other related duties as required.

EDUCATION AND EXPERIENCE:

  1. Bachelor’s degree in Public Affairs, Communication, Political Studies, or an equivalent combination of three years of experience and formal training.
  2. Demonstrated experience in financial analysis, grant writing, and project management within a policy or government relations context.
  3. Strong analytical and problem-solving skills with experience in developing strategic evidence-based policy recommendations.
  4. Experience or proficient ability in grant writing, including identifying opportunities, drafting proposals, and managing submissions.
  5. Experience with or proficient understanding of policy development including the legislative and regulatory processes at the municipal, provincial, and federal levels.
  6. Successfully developed and delivered clear, concise reports and briefing materials, leveraging strong communication, presentation, and writing skills to effectively convey complex information.
  7. Knowledge of the energy sector, public policy, legislative agendas, and intergovernmental relations is considered an asset.
  8. Demonstrated ability to build and maintain strong interpersonal relationships, fostering collaboration and effective communication across diverse teams and stakeholders.
  9. Experience conducting thorough research and usage of database tools to gather and analyze data for decision-making and planning.
  10. Maintained multiple projects and initiatives simultaneously, ensuring effective completion and coordination.
  11. Proven ability to efficiently gather, interpret, and synthesize complex information, demonstrating strong reading comprehension and research skills.
  12. English essential, both oral and written; Bilingualism (English and French) considered an asset.
  13. Strong computer skills; proficient in the use of office productivity and collaboration tools, preferably G Suite.

This is a management group opportunity and salary will be commensurate with qualifications.

Hydro Ottawa offers a Hybrid Work Model. Hybrid work is position specific, the details of which the hybrid model will be discussed with successful candidates.

Pay Range Minimum:

$58,456.35

Pay Range Maximum:

$87,739.37
