Job Specifications:
Demonstrated experience in designing and implementing a business transformation program including the development and approval of DND/CAF Senior Military Leadership level business cases, and the design and stand-up of an operational and funded organization with extensions to Allied NATO, FVEY, BILATS and BICES.
Minimum 10 years of demonstrated experience within the last 12 years in of leading Business Transformation analysis and activities including Chairing joint and combined FIVE EYES and NATO Working Groups. Specific outputs would include demonstrated experience in drafting NATO STANAGs, drafting evaluation criteria and plans for NATO and 5EYES Exercises, and authoring/publishing Allied Communications Publication (ACP) for both 5EYES and NATO exploitation/implementation
5 years of combined demonstrated experience within the last 7 years in developing and producing strategic recommendations to align CAN programmatic decisions and solutions to the US CJADC2 framework, including Service Management processes and framework interfaces to the US designed Mission Partner Environment; and joint ISR requirements.
Must hold the ITIL Expert in IT Service Management (v3) certification. It is requested that proof of certification be provided with bid.

10 years demonstrated experience within the last 15 years in monitoring and assessing DND/CAF interoperability program directives, strategic and campaign plans, change requests and proposals, and emerging technologies against DND/CAF, 5EYES, and NATO organizational management frameworks, practices, and policies; and, developing recommended courses of action through a Business Transformation framework enabling execution of a strategic transformation plan (including providing briefings to senior leadership) to maintain or to improve interoperability performance and alignment for large scale IT production environments.
Large scale IT production environment: A project that impacts a minimum of 100,000 users and includes at least 5 nations.
