Purpose of your Position - Non Union

As a member of the Senior Leadership Team, the Director of Human Resources oversees the planning, organization, direction, and evaluation of the human resources and safety functions for the City of Kelowna. The Director provides strategic leadership and advice to the Senior Leadership Team on all human resources and safety matters, and ensures compliance with relevant legislation, policies, and best practices. The Director is also responsible for fostering a positive and respectful work environment that supports the City of Kelowna’s vision, values, and strategic objectives.

  1. Provide leadership and strategic direction:
    • Develop, update and execute multi-year human resource strategic plans to enhance service delivery and ensure high quality, efficient and effective service delivery to the public.
    • Collaborate with the City Manager and Senior Leadership team to develop and support the Corporate vision, values and strategic plan objectives.
    • Recommend policy & program changes that enable the organization to achieve its strategic goals.
    • Provide strategic advice, counsel and leadership to the City Manager, Senior Leadership Team, Human Resources staff and the management team on all Human Resources matters, referencing related legislation, collective agreement language, corporate policies and procedures and best practices as necessary.
  2. Provide direction, expertise, recommendations and advice in all areas of human resources:
    • Ensure Corporate and Council policies and legal requirements are adhered to in all human resource matters.
    • Provide leadership & direction on Talent Management and overall Employee Experience matters including; recruitment & selection, onboarding/offboarding, succession planning, career development initiatives, recognition programs, total compensation, organizational design, leadership development and the implementation of the corporate training strategy.
    • Provide leadership & direction on Employee & Labour relations matters including; collective agreement administration, collective agreement negotiations, grievance and arbitration administration, the resolution of employee complaints, conducting effective investigations, supporting management in developing effective people management plans and processes to maximize performance.
    • Oversee all aspects of Health and Safety Management, including risk assessment, hazard identification, accident prevention, incident investigation, emergency response, and occupational health and safety training, and ensure that the municipality provides a safe and healthy work environment for its employees and the public.
  3. Establish and maintain effective working relationships and stay abreast of internal and external trends and developments in the area of Human Resources:
    • Develop relationships with employees, unions, contractors, consultants, regulators, and community groups, and represent the municipality in various forums and negotiations.
    • Monitor and respond to external trends, developments, and best practices in human resources and safety, and ensure compliance with applicable federal, provincial, and municipal laws and regulations, such as the Employment Standards Act, the Human Rights Code, the Labour Relations Act, the Occupational Health and Safety Act, and the Municipal Act.
    • Lead the development and use of Human Resources data, dashboards and emerging technologies in support of the City’s strategic people resource goals.
  4. Direct Divisional functions:
    • Lead a team of Human Resource and Safety Professionals including 3 direct reports and 20 departmental reports. Contributory responsibility for all staff (approximately 1400).
    • Develop, coach, inspire, hire, assess, discipline and reward employees. Lead and problem solve.
    • Recommend and implement Divisional goals and objectives that support the strategic goals and objectives of the Corporation and Council.
  5. Manage human resources and safety budget:
    • Responsibility: Primary
    • Who has final spending authority: Human Resources Director
Knowledge - Non Union

Post Secondary Degree in a related discipline, knowledge of labour, employment and human rights legislation and all areas of Human Resource practices, CPHR or SHRM designation is an asset. 7 years progressively responsible Human Resource Management with a minimum of 3 years in a senior managerial capacity. Experience within a unionized environment and demonstrated experience providing leadership at a senior management level. Experience leading collective bargaining and oversight of Labour Relations within a large complex organization.

Additional Information

Pay Rate: $154,700 to $180,400
