Every day, our team provides high-quality patient care through ground and air ambulance services, medical communications, mobile integrated health/community paramedicine programs, 911 Public Safety, 811 Telehealth, home health care, as well as clinical training.

Position Overview:

The Deputy Chief, Operations is responsible for managing and ensuring effective day-to-day operation and coordination of the Operations Division. The Deputy Chief, Operations acts independently, taking and at times, significant decisions to ensure the operational delivery for paramedic services, driving change and improvement by supporting and influencing both external patient care and internal staff.

The Deputy Chief, Operations is responsible for troubleshooting and leading the planning for delivery of key performance indicators, including response time, Ministry of Health Certifications, occupational health and safety. The position plays a key role in supporting labour relations with Unifor and non-union direct reports and acts as a lead for major strategic projects across the organization.

To ensure consistent business practices, the incumbent will work closely with all operating senior management teams to effectively and efficiently manage workflow processes.

Roles and Responsibilities
  • Develops operational policies and procedures as well as performance standards in accordance with the Ministry of Health and Long Term care requirements;
  • Ensure overall responsibility and accountability of all aspects of the deployment and utilization of paramedic resources, operational policies, and resources to maintain efficiency and effectiveness of the service provided;
  • Liaison with Central Ambulance Communication Centre;
  • Oversee deployment of master schedule 24/7;
  • Direct commanders and/or paramedics in coordinated response to major incidents or disasters;
  • Coordinates and participates in labour relations, collective bargaining negotiations and contingency planning. Participates in labour relations meetings (labour management), approves appropriate staff disciplinary action when necessary. Manages and responds to grievances in consultation with Human Resources;
  • Supervisor, mentor and lead a team of commanders (and senior operating paramedics);
  • Conducts performance appraisals and completes performance management for all direct reports;
  • Conducts performance evaluations in accordance with the Collective Agreement;
  • Coordinates service review/accreditation program activities and ensures paramedic service delivery and operations meet regulatory compliance requirements;
  • Monitors staff performance on key metrics (such as chute times) to ensure service delivery standards;
  • Conducts reviews/audits and evaluation of clinical patient care and patient care documentation for compliance with applicable legislation. Ensures all Ambulance Call Reports (ACEs) are reviewed as per the Ambulance Act and initiate remediation where required;
  • In consultation with the Paramedic Chief, leads the development of the annual operating budget;
  • Works with specialty funding opportunities (ie: pandemic pay via MOHLTC) to offset operational costs where appropriate;
  • Provide coverage and support for the Paramedic Chief and Leadership Team as required;
  • Provide support to the commanders and system through a shared on-call schedule; and
  • Any other duties as assigned.
Education and Experience
  • Certified as a Primary or Advance Care Paramedic as certified by the South West Ontario Regional base hospital program;
  • University degree, preferably in the Health Sciences field, or an equivalent combination of education and experience;
  • Completed an approved paramedic training program and are currently licensed to work in Ontario as a paramedic (or equivalent);
  • Minimum 5 years experience in a supervisory capacity, experience working with unions is preferred;
  • Advanced knowledge of Emergency Medical Services operations and health care quality management best practices, legislative acts, and the regulations and bodies that guide Emergency Medical Services;
  • Advance knowledge of Emergency Medical Services Business;
  • Advance knowledge of legislative acts, regulations and bodies that guide Emergency Medical Services;
  • Posses a valid Class F driver’s license in good standing in Ontario (or equivalent).
Knowledge/Skills
  • An effective communicator who can build and foster positive relationships with direct reports/employees, coworkers, and stakeholders;
  • Ability to adapt to change, shift priorities and tasks to be responsive to situational demands;
  • Excellent mediation and negotiation skills. Direct involvement with the collective bargaining process;
  • Comprehensive understanding of the emergency medical service department and communications systems;
  • Comprehensive understanding of all applicable Acts and Regulations regarding Emergency Health Services, and other associated legislation and regulations in Ontario not limited to: the Ambulance Act, Employment Standards, Occupational Health and Safety Act;
  • Oversees regular system-wide skills audits and provides analysis and recommendations on closing any identified gaps with a goal of continuously raising the minimum standard of practice;
  • Monitors local Base Hospital activities and provincial legislation changes. Interprets changes in legislation to forecast implications to existing policies and procedures. Advises on operational and administrative policies and procedures to ensure effective and efficient delivery of paramedic services;
  • Provides leadership and coordination in the field during any emergency. Responds as an incident commander at major events to ensure the safe deployment and skill mix of staff; and
  • Has the ability to formulate objectives and priorities by implementing plans consistently with the long-term interest of the organization in a global environment capitalizing on opportunities and managing risks.
