Why is this role important?
The Senior Analyst, Canadian Patient Experiences Reporting System (CPERS), is responsible for providing analytical leadership in patient experience data collection activities, conducting data quality analyses, and carrying out reporting activities as part of the program. The Senior Analyst will also provide support to clients submitting data in adherence to CPERS data submission requirements and assist in responding to client requests for information. They will work closely with other members of the CIHI team, including the CPERS Analyst and Program Lead, CIHI’s Performance Improvement and Capacity Building (PICB) team, and Information Technology and Services (ITS).

What you'll do
1. Working with the CPERS Analyst and under the direction of the Program Lead, provides analytical leadership in updating the CPES: Comparative Results Tool and the production of information products such as the Provincial/Territorial Data Quality reports, other analytical products, etc. Activities include research and proposal development as needed, data analyses, fact-checking, and writing. The Senior Analyst would be responsible for small project management activities related to these deliverables.

2. Provides timely and client-oriented services in response to requests for data/information from internal and external clients by generating record-level and aggregate analyses, verifying analyses, and preparing methodological documentation, ensuring compliance with CIHI privacy policies and CIHI’s corporate data request processes.

3. Provides analytical leadership in data advancement initiatives such as promoting and onboarding prospective and new clients. This includes delivering education sessions related to implementing CPERS requirements and responding to questions regarding data elements, data submission processes, onboarding etc.

4. Provides analytical leadership for CPERS data submission cycle processes and monitoring the timely receipt of quality CPERS data. This includes ensuring the tracking of data quality issues and proposing and implementing resolutions related to arising quality issues. Responsible for the carrying out of the CIHI corporate information quality framework and reports.

5. Responsible for the accuracy and relevancy of CPERS standards, such as the data dictionary, survey tool, survey procedure manual and other documentation needed for program operations.

6. Participates and supports system enhancement work for CPERS including intake of changes, business requirements gathering, investigating options, review or updates to technical documentation, and testing, working in collaboration with ITS staff.

7. Develops and maintains a detailed knowledge of the CPERS database and knowledge of databases used by the CPERS such as CIHI’s Discharge Abstract Database.

8. Participates and supports expert advisory group meetings and expert working groups. Delivers presentations to external stakeholders and groups at meetings and conferences.

9. Provides mentoring and coaching to the CPERS Analyst.

10. Participates in internal and external projects and activities as required.

What you'll bring to the table
• Undergraduate degree in health sciences, health policy, health economics, social sciences, statistics, or similar field. Graduate degree is an asset.
• Three to five years’ experience working in a health care research or policy environment involved in the analysis, design and dissemination of research studies and related information products.
• Experience using SAS and Python, as well as experience in the analysis of large data sets are requirements. Experience with R would be an asset.
• Experience with manipulating and analyzing large complex databases and the analysis of longitudinal data sets and working with health care or survey data.
• Experience with quantitative and statistical concepts and methods.
• Experience with Microsoft Office products, particularly Microsoft Excel, Word, and PowerPoint.
• Strong problem-solving skills, critical thinking and attention to detail while maintaining ability to see the bigger picture.
• Proven effective written and verbal communication skills
• Excellent interpersonal and client-oriented skills; ability to work as part of a multi-disciplinary team
• Experience managing small projects in a deadline-driven environment
• Fluency in both official languages would be an asset.

Pourquoi ce rôle est-il important ?
L’analyste principal, Système de déclaration de l’expérience des patients canadiens (SDEPC), apporte une orientation analytique aux activités de collecte de données sur l’expérience des patients, réalise des analyses de la qualité des données et produit des rapports pour la section. Il offre aussi un soutien aux clients afin qu’ils soumettent les données conformément aux exigences de soumission de données au SDEPC et aide à répondre aux demandes d’information des clients. L’analyste principal doit collaborer étroitement avec d’autres employés de l’ICIS, notamment l’analyste et le chef de section, SDEPC, l’équipe de la Division de l’amélioration de la performance et du renforcement des capacités et l’équipe des Services et technologies de l’information (STI) de l’ICIS.

Quelles seront vos responsabilités ?
1. En collaboration avec l’analyste et sous la direction du chef de section, fournir une orientation analytique pour la mise à jour de l’outil SEHPC : résultats comparatifs et pour l’élaboration de produits d’information comme les rapports sur la qualité des données provinciales et territoriales ou d’autres rapports analytiques. Les activités comprennent la recherche et l’élaboration de propositions si nécessaire, l’analyse des données, la vérification des faits et la rédaction. Gérer les activités de petits projets liés à ces livrables.

2. Fournir rapidement des services axés sur les clients en réponse aux demandes de données et d’information des clients internes et externes. Pour ce faire, produire des analyses de données agrégées ou au niveau des enregistrements, vérifier les analyses, préparer la documentation méthodologique, et veiller à la conformité aux politiques sur le respect de la vie privée et aux processus de demande de données de l’ICIS.

3. Fournir une orientation analytique pour les initiatives d’avancement des données, p. ex. pour la promotion auprès des clients potentiels ainsi que l’accueil et l’intégration de nouveaux clients, notamment en donnant des formations liées à l’application des exigences du SDEPC et en répondant aux questions sur les éléments de données ou les processus de soumission de données.

4. Fournir une orientation analytique pour les processus liés au cycle de soumission des données au SDEPC et veiller à la réception sans délai de données de qualité, notamment en effectuant un suivi des problèmes de qualité des données, et en proposant et appliquant des solutions pour les régler. Appliquer le cadre de la qualité de l’information de l’ICIS et produire des rapports connexes.

5. Veiller à l’exactitude et à la pertinence des normes relatives au SDEPC, comme le dictionnaire de données, l’outil de sondage, le manuel de procédure du sondage et les autres documents requis dans le cadre du fonctionnement du système.

6. Participer et contribuer à l’amélioration du SDEPC, ce qui comprend les demandes de changement, la collecte des exigences opérationnelles, l’évaluation des options, la révision des documents techniques et les mises à l’essai en collaboration avec les STI.

7. Cultiver une connaissance approfondie de la base de données du SDEPC et une bonne connaissance des bases de données utilisées par ce système, comme la Base de données sur les congés des patients de l’ICIS.

8. Participer et contribuer aux réunions du comité consultatif d’experts et des groupes de travail d’experts. Faire des présentations aux intervenants et groupes externes pendant les réunions et les conférences.

9. Encadrer l’analyste, SDEPC, et agir à titre de mentor.

10. Participer à des projets et activités à l’interne et à l’externe, au besoin.

Que mettriez-vous à profit ?
• Diplôme universitaire de premier cycle en sciences de la santé, politiques de la santé, économie de la santé, sciences sociales, statistique ou dans un domaine connexe. Diplômes d’études supérieures, un atout.
• De 3 à 5 ans d’expérience de l’analyse, de l’élaboration et de la diffusion d’études de recherche et de produits d’information connexes dans le domaine des politiques ou de la recherche sur les soins de santé.
• Expérience de l’utilisation de SAS et Python ainsi que de l’analyse de fichiers de données d’envergure. Expérience du langage de programmation R, un atout.
• Expérience de la manipulation et de l’analyse de bases de données d’envergure et complexes, de l’analyse de fichiers de données longitudinaux, ainsi que de l’utilisation de données sur les soins de santé et de données d’enquêtes.
• Expérience des méthodes et des concepts quantitatifs et statistiques.
• Expérience des produits de Microsoft Office, particulièrement Excel, Word et PowerPoint.
• Excellentes aptitudes pour la résolution de problèmes, esprit critique, souci du détail et capacité à adopter une vue d’ensemble.
• Aptitudes manifestes pour la communication écrite et verbale.
• Entregent et aptitudes pour le service à la clientèle et le travail en équipe multidisciplinaire.
• Expérience de la gestion de petits projets dans un environnement axé sur le respect des échéances.
• Maîtrise de l’anglais essentielle; maîtrise du français, un atout.
