Position Highlights

As a Manager Integrated Protection Services (IPS) Operations, you will be responsible for all aspects of planning, organization and directing protection/security operations, investigations, quality assurance and training within your assigned portfolio. As a member of the IPS leadership team you will ensure the on-going commitment to continuous quality improvement in service delivery and sustained emphasis on staff and patient safety.

We currently have a Full Time opportunity for the position of Manager, IPS Operations to join our team based out of Central City Tower located in Surrey, BC.

As Manager, IPS Operations, your work may include the following:

  • Ensures departmental strategic priorities are achieved and develops both short and long term objectives for the assigned portfolio that align with organizational and departmental mission, vision and values.
  • Responsible for developing and evolving IPS Operations’ training and education programs.
  • Hires staff, trains, supervises, conducts formal performance appraisals, disciplines and terminates staff within the department.
  • Continuously monitors and evaluates protection/security operations to ensure compliance with health organization policies and procedures and relevant government legislation.
  • Continuously monitors and evaluates service delivery across the portfolio.
  • Provides leadership and direction to IPS staff (who may themselves carry supervisory responsibilities) and through them front line IPS staff. Ensures continual staff development, education and training is provided within budget and guidelines to ensure levels of knowledge and skill are maintained.
  • Implements quality improvement measures within the portfolio and regularly prepares and submits reports on these activities.
  • Responsible for annual operating and capital budgets within the portfolio and ensures expenditures are within parameters.
  • Provides after hours on-call function for IPS for the Organizations, as assigned.
  • Performs other duties as required.

To join our team, ideally, we will be looking for you to have:

  • A level of education, training and experience equivalent to a Master’s degree in Criminology, Criminal Justice, Business Administration or a related field
  • Seven (7) years’ recent related management experience in a large institutional or campus environment, including a minimum three (3) years’ supervisory experience managing protection services, contracted services and security investigations for a large complex multi-site organization
  • Certified Health Care Protection Administrator (CHPA) or equivalent designation
  • Valid Class 5 BC Driver’s Licence.

An equivalent combination of education, training, and experience may be considered.

The Manager, Integrated Protection Services (IPS) is responsible for all aspects of planning, organization, and directing protection/security operations, investigations, quality assurance and training within their assigned portfolio. Ensures policies and procedures comply with professional, legal and health organization standards. As a member of the IPS leadership team, plays a key role in the development and implementation and evaluation of services and strategic development. Ensures the on-going commitment to continuous quality improvement in service delivery and sustained emphasis on staff and patient safety through a commitment to a culturally safe therapeutic environment from a trauma informed perspective.


Responsibilities

  1. Ensures departmental strategic priorities are achieved and develops both short and long term objectives for the assigned portfolio that align with organizational and departmental mission, vision and values.
  2. Hires staff, trains, supervises, conducts formal performance appraisals, disciplines and terminates staff within the department.
  3. Continuously monitors and evaluates protection/security operations to ensure compliance with health organization policies and procedures and relevant government legislation.
  4. Continuously monitors and evaluates service delivery across the portfolio. Consults and negotiates with user departments and site leadership in order to improve services, provide professional advice, reduce costs, facilitate consensus and resolve challenges.
  5. Provides leadership and direction to IPS staff (who may themselves carry supervisory responsibilities) and through them front line IPS staff. Ensures continual staff development, education and training is provided within budget and guidelines to ensure levels of knowledge and skill are maintained.
  6. Interprets and applies the various Collective Agreements for unionized staff, or terms and conditions for non-contract staff. Represents the Employer in Labour Relations matters and determines the disposition of Grievances. Works collaboratively to resolve HR/LR issues with staff and unions within the confines of the applicable Collective Agreement.
  7. Responsible for annual operating and capital budgets within the portfolio and ensures expenditures are within parameters. Closely monitors staff attendance metrics and engagement and takes steps to ensure optimal performance. Provides regular reports to the Operations Director.
  8. Implements quality improvement measures within the portfolio and regularly prepares and submits reports on these activities.
  9. Regularly reports to, collaborates with, and takes direction from the Director of Operations to ensure continuous quality improvement and service delivery excellence.
  10. Takes a leadership role in investigative processes across the Organization on issues relating to protection/security services; ensures investigation documentation meets departmental quality standards and acts as primary contact for any required interface with police and other law enforcement agencies through the course of an investigation.
  11. Performs a key role in the Threat Assessment & Management program for the Organization; takes a leadership role in multi-disciplinary investigative teams and oversees investigations conducted by IPS staff within their portfolio.
  12. Responsible for the oversight of day-to-day service delivery of contracted security providers within the assigned portfolio, monitors and evaluates service delivery; monitors contract deliverables, provides guidance and support and work direction to vendors to ensure on-going service quality, authorizes expenditures and regularly reports to the Operations Director.
  13. Ensures on-going effective working relationships are maintained between in-contract IPS and contracted security service provider staff.
  14. Promotes awareness of security and emergency preparedness to staff of the Organization by developing and delivering informational and educational programs such as managing aggressive persons, threat management, criminal justice, loss prevention and personal safety/security; participates in the review and evaluation of these programs for the Organization.
  15. Takes a lead role in monitoring and managing real and/or perceived security threats against the Organization; develops and implements operational security plans for the Organization’s activities or other events that may require security involvement.
  16. Consults with external agencies and organizations such as police, fire, emergency response agencies and other health organizations on issues related to IPS; acts as the primary contact for IPS for the Organization; participates as a representative of IPS for the Organization on internal and external committees.
  17. Provides after hours on-call function for IPS for the Organizations, as assigned.
  18. Performs other related duties as required.

Qualifications

A level of education, training and experience equivalent to a Master’s degree in Criminology, Criminal Justice, Business Administration or a related field, supplemented with seven (7) years’ recent related management experience in a large institutional or campus environment, including a minimum three (3) years’ supervisory experience managing protection services, contracted services and security investigations for a large complex multi-site organization, or an equivalent combination of education, training and experience. Certified Health Care Protection Administrator (CHPA) or equivalent designation. Class 5 motor vehicle license.
