The Provincial Treasury Office (PTO) in the Ministry of Finance provides leadership in conducting and managing the financing requirements for the Government of Saskatchewan, Crown Corporations and other government agencies. It manages the provincial debt, investment portfolios, and the cash position of the General Revenue Fund.

PTO has an opportunity for a financial professional to join the Capital Markets area. Reporting to the Director, Capital Markets, the Analyst will be directly involved in bond issuance, analysis/reporting, portfolio management, and trading. This is a collective experience set that few market participants can offer. The Analyst’s primary responsibilities are to:

  1. Develop and manage relationships with the investment dealer network and provide insight into domestic and international government fixed income markets.
  2. Assist in the planning and execution of the Province’s domestic and international debt issuance.
  3. Assist in the management of bond investments and development of trading strategies using risk/return optimization and asset-liability management techniques.
  4. Produce and maintain investment management reporting, analyses and modeling.
  5. Ensure debt and investment strategies adhere to policy requirements and constraints.
  6. Review and provide recommendations on investment and debt policies and procedures.
  7. Participate in the development and maintenance of the Province’s investor relations material to enhance relationships with the existing and potential investor base and ratings agencies.

Typically, the knowledge, skills and abilities required to be successful in this position include:

  1. Background or interest in financial or management reporting, debt markets, and risk management/analysis. Experience in financial analysis, trading and/or accounting roles.
  2. Expertise with Excel modelling and experience with investment systems such as Bloomberg are definite assets.
  3. An undergraduate or postgraduate degree in a financially oriented discipline. Progress toward or completion of a CFA or CPA designation is beneficial but not mandatory.
  4. Strong interpersonal skills and ability to interact with senior management and investors.
  5. Commitment to team-based environments and excellent verbal and written capabilities.
  6. Comfort with IT systems and integrations with Excel, Word and PowerPoint.
