The Provincial Treasury Office (PTO) has an opportunity for a financial/investment professional to join the Capital Markets area. Reporting to the Director, Capital Markets, the Analyst will participate in bond issuance, derivative strategies, portfolio management, and trade execution. This position offers a unique collective experience set. The Analyst’s primary responsibilities are to:

  • Assist in the planning and execution of the Province’s domestic and international debt issuance.
  • Assist in the management of bond investment portfolios and development of trading strategies using risk/return optimization and asset-liability management techniques.
  • Develop and maintain relationships with the investment dealer network including government finance and sales professionals.
  • Provide insight into domestic and international fixed income markets.
  • Produce and maintain investment models, analysis, and management reporting.
  • Ensure debt and investment strategies adhere to policy requirements and constraints.
  • Participate in the development and maintenance of the Province’s investor relations material to enhance relationships with the investor base and credit ratings agencies.

Knowledge, skills, and abilities required:

  • Background or interest in debt markets and fixed income investment management.
  • Experience in financial/investment analysis and trade execution would be an asset.
  • Expertise with Excel modelling and coding and experience with market analytical systems such as Bloomberg are definite assets.
  • An undergraduate or postgraduate degree in a financially oriented discipline. Progress toward or completion of a CFA or CPA designation is an asset.
  • Strong interpersonal skills and ability to interact with the investment dealer network, investors, and senior management.
  • Commitment to team-based environments and excellent verbal and written capabilities.
  • Comfort with IT system coding and integration with Excel, Word, and PowerPoint.
