Department of Planning & Development Senior Planner

Elgin County is looking for a Full-time Senior Planner to join and grow their career with the Department of Planning & Development. Reporting to the Director of Planning & Developmentor designate, the Senior Planner will assist with all matters relating to land use planning. As the Senior Planner you will be implementing the County’s Official Plan and take on an active land use planning process functions including both development and policy planning for both the County and it's local municipalities. What you will do:

  • Provide expert advice to Councils and Committees concerning planning and related matters.
  • Mentor and assist co-workers on the Planning team including Planners and administrative staff.
  • Provide technical advice and interpretation of planning documents in relation to development applications.
  • Ensure that the County’s approval authority and related planning processes are conducted in an efficient and timely manner in keeping with applicable statutes and regulations.
  • Provide technical interpretation, advice and recommendation for all planning applications including consent, minor variances, zoning amendments, official plan applications, site plan control and plans of subdivision and area studies (secondary plans).
  • Direct the collection and dissemination of planning information to the County.
  • Maintain contacts with other levels of government in the administration of the Department and on behalf of the County.
  • Respond to inquiries from the public, local municipalities, Councils and staff in regards to planning matters.
  • Provide professional planning evidence and opinions before the Courts, the Local Planning Appeal Tribunal (OLT) and other judicial tribunals as a professional witness on behalf of the County.
  • Prepare reports, make recommendations and represent the Planning department at Council meetings, public meetings and other functions as may be required.
  • Provide technical advice and information on review, development and implementation of new guidelines, policies, regulations and standards which affect the Provincial and County planning program.
  • Prepare required development agreements.
  • Provide opportunities for public input into new policies and various development applications.
  • Prepare and monitor budget and departmental expenses as required.
  • Other related duties as assigned.

What you will bring:

  • University degree in Planning or a related discipline (preference toward a Master’s degree)
  • Minimum 5-years of progressively responsible, relevant municipal or private planning experience
  • Full membership in the Canadian Institute of Planners in good standing
  • Registered Professional Planner accreditation in good standing
  • Experience and/or ability to represent the County as an expert witness at OLT hearings
  • Proven expertise interpreting and applying applicable legislation, standards, and guidelines including the Planning Act, Provincial Policy Statement, MDS Guidelines, Municipal Act, Condominium Act, Municipal By-Laws, etc.
  • Ability to lead the procurement of consultants, manage consultant work and staff, and financial accountability for project budget
  • Demonstrated excellent written and verbal communication skills, interpersonal and teamwork skills and a high degree of initiative
  • Ability to work with little direction or supervision
  • Proven computer skills using Microsoft Office (Outlook, Word, PowerPoint, Excel and Access), and GIS software
  • Proven analytical and problem-solving skills that are solution oriented
  • Ability to organize work and resources in a fast-paced team environment
  • Ability to travel, work a flexible schedule, and consistently achieve deadlines
  • Demonstrated safe work practices
  • Valid driver’s license with acceptable driver’s abstract and access to a vehicle
