We are seeking a collaborative and dynamic Director, Technology & Services Management, to provide strategic leadership and direction in the planning, organization, delivery and evaluation of technology utilized across Fraser Health. With expertise in IT service management, workplace technology, and technical infrastructure and support, the Director will drive forward technological programs, services, and initiatives.

The Director is responsible for providing senior leadership in the development, implementation, delivery and evaluation of the technology services within Fraser Health (FH), in collaboration with PHSA Technology Services, other BC Health Authorities, BC Ministry of Health, and external service providers. These services include IT Service Management, Workplace Technology, and Technical Infrastructure and Support. In addition, leads and/or has oversight for the wireless technology portfolio.

The director develops and recommends strategic plans affecting the operating objectives of FH-wide technology programs. Responsible for the development, implementation and maintenance of FH's end user technology, infrastructure, including systems testing, documentation, change management, and end-user education and support; directs and manages internal engagements reviewing programs and process across FH; works with the Executive Director, Information Technology Services to ensure proper internal system controls are in place and approved policies/procedures are consistently implemented throughout the organization; establishes, develops and implements the goals and objectives of the department including responsibility and accountability for monitoring the performance and related processes within the organization. Directs staff who manages others by selecting, directing, monitoring staff and initiating terminations; establishes, implements and monitors the goals and objectives of the department.

Responsibilities:

  1. Provides senior leadership in the program areas of IT Service Management, Workplace technology, and Technical Infrastructure & Support by ensuring the plans, goals, policies and vision of the department are incorporated into their respective designated portfolios and are consistent with FH's long-term objectives.
  2. Provides leadership and management for the maintenance, development and support of a FH-wide, integrated technology infrastructure. Ensures technology services are highly secure, reliable, and available. Manages the evolution of the technology standards including new technology assessment, risk analysis, cost benefit analysis, and acquisition of new technologies and tools to advance operations. Applies best practices and manages against service level commitments.
  3. Interfaces with federal/provincial agencies and ministries regarding the implementation of federally/provincially funded IT projects and initiatives by helping to guide and shape the direction of these initiatives on behalf of FH. Communicates direction effectively and engages stakeholders in strategy development and technical change management activities.
  4. Manages designated staff by selecting, directing, monitoring and when necessary, disciplining service staff, developing and implementing appropriate staff training, development and retention plans; investigates performance issues and/or related staff issues and implements disciplinary action up to and including employee terminations, where required.
  5. Plans and implements an effective quality improvement program to ensure a high level of client satisfaction; establishes effective administrative systems for maintaining, evaluating and reporting on the operations of the assigned portfolio including departmental activities and progress on objectives and projects.
  6. Works with the Health Informatics and Information Technology management teams to coordinate activities, improve performance, resolve issues, and plans overall direction for IT Service Management Workplace Technology and Technical Infrastructure and Support.
  7. Develops the operating and capital budgets for the portfolios including budget preparation, authorization control, allocation of resources, monitoring budget performance and reporting of expenditures; implements corrective action as required to ensure that expenditures are within approved budget by planning and adjusting portfolio operations; prepares summaries of fiscal reporting, as required for the portfolio.
  8. Develops and implements an organizational structure to meet operational needs and the responsibilities of each employee including an ongoing system for measuring staff performance.
  9. Represents FH through participation on various internal and external committees, organizations and advisory activities, as assigned.

Qualifications:

Education and Experience: Master's degree in Business Administration, Health Information Management and ten (10) years' recent, related Information Technology management experience including three (3) years' experience in progressively more senior leadership roles in a large complex organization or an equivalent combination of education and experience.
