Summary
Reporting to the Executive Director, People, the Director, Occupational Health & Safety oversees the strategic planning and operational requirements of Providence Health Care's (PHC) Occupational Health & Safety service. The position leads the development, implementation, and evaluation of occupational health, disability management safety, and wellness programs, services, and initiatives throughout Providence Health Care. Develops, sustains, and enhances the health and safety of the workplace environment by developing and delivering effective health, safety, and wellness programs that meet the unique needs of staff, volunteers, students, and physicians. Represents PHC externally with industry, government, and regulatory agencies, and ensures the organization's compliance with regulatory requirements. Advocates changes to regulation/legislation on behalf of the organization and mediates dispute resolutions concerning health, safety, and claims issues with unions, WorkSafeBC, Healthcare Benefit Trust, Canada Life, and other relevant stakeholders/fee-for-service providers. Builds effective relationships with PHC Senior Leaders, Directors, and Managers and manages relationships with Occupational Health & Safety leaders at BC Health Authorities and partner organizations. Ensures the effective direction and implementation of related provincial and government directives/initiatives. Participates on joint union/management committees and task groups at a senior level. Manages the overall department budget and seeks alternate sources of funding or revenue generation opportunities as appropriate. As a member of the Human Resources Leadership Team, plays an integral role in the development and delivery of the corporate human resources strategies, policies, processes, and services.


Qualifications / Skills and Education


Education
Masters Degree in a Health and Safety discipline plus seven (7) to ten (10) years of innovative, progressive health and safety and disability claims management experience, including five (5) years of management experience, preferably within a large, complex unionized environment or health care setting, or an equivalent combination of education, training, and experience.

Duties and Responsibilities
Leads the planning, development, and integration of a strategic occupational health function to support and facilitate organizational initiatives. Develops and executes annual goals and objectives that align with the vision and strategic directions of the People Services team and wider PHC goals and objectives.
Leads the development and implementation overall PHC occupational health programs, policies, and processes and ensuring compliance with all organizational, legislative, and collective agreement obligations, policies, and standards and integration with PHC business needs.
Ensures effective communication and instruction to PHC leaders and other People Services staff in the ongoing administration of related agreements, standards, and policies.
Oversees the analysis, integration, implementation, enhancement, and maintenance of the disability claims management process. Defines the process for non-occupational absence reporting and documentation to identify employees benefiting from intervention. Selects and implements appropriate systems to centralize the claims management process and facilitate data collection, analysis, and reporting. Coordinates the integration of processes and systems across PHC.
Ensures consistent structure for consultation across the organization for employees making claims including defining the responsibilities and expectations of all stakeholders. Acts as the senior contact and liaison for corporate and/or complex disability claims to ensure consistent, accurate, and timely monitoring of claims decisions. Represents PHC when meeting with third-party payers. Promotes a team approach to disability claims management to ensure the best use of skills and facilitates the claims process for staff by assisting them with accessing available expertise with OH team. Identifies cases for appeal. Liaises with external risk management organization to ensure effective coordination of information, preparation for, and representation of the organization in the claims appeal process.
Ensures the rapid dissemination and delivery of information, tracking, and delivery of prophylactic and immunization requirements in response to Public Health directives for staff and maintains abreast of ongoing developments.
Oversees a corporate attendance wellness/promotion and accommodation policies, procedures, and programs to apply a consistent approach to management and monitoring, including application, employee interviews, and support from the OH team. Directs processes to review, analyze, and modify the Attendance Wellness & Promotion program as required based on evaluations.
Oversees sick leave disability management process in conjunction with other key Occupational Health team members. Ensures the development of prevention and health promotion strategies and tools that optimize employee health and prevent injuries and illnesses.
Directs the development injury and communicable disease prevention and exposure programs, education, and orientation programs. Establishes criteria for referrals to clinical team members (OHN, OH&S, MSIP).
Ensures PHC is in full compliance with WorkSafeBC, PHC policies and procedures, and other statutory/regulatory requirements by planning, developing, and implementing relevant policies, procedures, and programs specific to occupational hazards experienced by health care personnel. Ensures an audit system is in place to monitor the effectiveness of such programs. Reports to PHC and People Services leadership on areas of non-compliance and making recommendations to resolve these issues.
Provides senior-level oversight for key investigations of accidents, incidents, illnesses, or any breach of the relevant legislation. Ensuring consistent and effective research, analysis of facts, jurisprudence, and impact on local and healthcare industry situations and negotiating resolution with unions and relevant external agencies.
Oversees and ensures applicable incident tracking, investigations, and response to WSBC and other regulatory agencies in relation to orders and reports. Establishes and maintains policies and procedures for an incident tracking that includes data audits, report writing, and the distribution of reports to relevant areas. Monitors key indicators and provides reports to management as requested.
Provides overall leadership and direction to team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management), and fosters a motivating and respectful environment where individual competencies can thrive.
Leads and collaborates in the development of annual capital and operating budgets to complement strategic directions. Manages and oversees various existing and new operating budgets to adhere to allocated resources by monitoring expenditures, taking corrective action, and producing rationale for deficits. Maintains excellence in service provision, achievement of goals and targets, and ensures operating requirements are met.
Leads the development and delivery of health, safety, and wellness orientation and education programs and ensures that all programs are current, relevant, and achieve regulatory requirements and meet the needs of all staff, students, and physicians. Works with Managers/Leaders to identify and evaluate new initiatives and requests for interventions and various educational workshops as resources permit.
Ensures that JOH&S Committee training and processes meet regulatory requirements.
Establishes effective communication flows and processes related to employee claims with all relevant parties, e.g. Senior Executive, Managers, employees, Unions, Occupational Health team & HR team members, HSSBC, Healthcare Benefit Trust, HEABC, WorkSafeBC, ICBC, Canada Life, Safety Board, Elevator Safety Board, Radiation Safety Board, etc. Represents PHC with these organizations, guides and/or prepares PHC positions with these organizations and/or outside legal Counsel.
Maintains awareness of trends identified by ensuring continuous tracking of employee incidents and attendance patterns. Communicates with applicable managers and plans education and training events when negative patterns become apparent in specific areas. Identifies community resources and coordinates referrals as needed.
Develops and implements quality improvements and risk management strategies to ensure services are provided in the most effective, efficient, safe, and customer-focused manner. Develops performance indicators in congruence with the monitoring of departmental activities and in line with the corporate indicators for which all members of the organization are held accountable. Monitors the quality, quantity, and safety of services and systems, identifies discrepancies and follows up as required.
Identifies research opportunities, partners with academic institutions and health authorities, and ensures PHC participation in studies and projects.
Reviews resources and recommends and/or negotiates contracts, when deemed necessary, with outside consultants to provide goods or services to facilitate timely completion of objectives.
Acts as a member of the wider People Services team in the development, implementation, and evaluation of the strategic services for Providence Health Care.
Develops and maintains linkages with the Health Employers Association of British Columbia (HEABC) and the Health Authorities; develops strategies for shared services initiatives as appropriate.
Maintains current knowledge, identifies emerging initiatives, trends, and industry best practices and ensures full consideration in the development and implementation of service delivery goals.
