Senior Bilingual Policy Analyst

Introduction
The Department of Education and Early Childhood Learning is seeking qualified individuals to fill the Senior Bilingual Policy Analyst position within the Bureau de l’éducation française (BEF).Conditions of Employment: Must be legally entitled to work in Canada Must be fluently bilingual (French and English) Qualifications: Essential: Post-secondary education in a social science-related field (e.g., Public Administration, Political Studies, Economics, Sociology, Education). An equivalent combination of education and experience may be considered. Demonstrated experience in program and policy analysis on complex dynamic high-level issues with the ability to develop options and provide recommendations. Experience interpreting, evaluating, and making recommendations regarding requests for funding and broader financial implications. Experience in leading the development and implementation of complex projects. Effective verbal communication skills (in both French and English) with the ability to present information to senior management for decision-making purposes. Superior written communication skills (in both French and English) including experience writing a variety of documents and reports for various audiences. Strong political acumen and the ability to manage confidential, controversial or politically sensitive material and situations in an appropriate manner. Strong interpersonal skills and the ability to work collaboratively with colleagues and stakeholders. Strong organizational skills and experience working under pressure, managing multiple priorities in tight timeframes. Desired: Demonstrated leadership skills, including experience in supporting, coaching and mentoring staff. Knowledge and understanding of education issues and issues related to the francophone community in a minority setting. Duties: The Senior policy analyst support the director in the negotiation of bilateral agreements between Manitoba and the federal government, or between Manitoba and other jurisdictions. The Senior Policy Analyst is responsible for the development of multi-year action plans that are appended to bilateral agreements. The analyst develops plans that support consultation of interested associations and groups as part of the development of the action plans. The incumbent is responsible for research, development and evaluation of complex programs and policies related to Official Languages Programs in Education (OLPE). The Senior policy analyst prepares reports relating to the OLPE for the Department of Canadian Heritage as prescribed in the bilateral agreements with Canada.
