Park Operations Financial Coordinator

Environment and Climate Change is filling one Park Operations Financial Coordinator vacancy at our Winnipeg office.Conditions of Employment: Must be legally entitled to work in Canada Must possess and maintain a valid Manitoba Class 5F Driver's License without restriction. Must be able to travel within Manitoba ground air and water. Qualifications: Essential: Post-secondary education or a suitable combination of related education and experience in Financial Management & Administration, Business, Commerce or Project Management. Experience with public sector project financial management, and cost accounting. Experience with Microsoft Excel and the ability to utilize spreadsheets in comprehensive & complex financial analysis. Must have excellent analytical and problem solving skills with an emphasis on complex financial issues, accuracy and attention to detail are essential in completing tasks. Demonstrated political acumen and ability to work with confidential/sensitive materials. Effective verbal communication skills. Effective written communication skills. Excellent interpersonal skills including the ability to provide clear guidance and direction to staff at all levels. Desired: Experience using SAP financial management system. Strong knowledge of the division and branch business environment. Ability to interpret and communicate Financial & Administrative policies and procedures. Duties: Reporting to the Divisional Financial Officer, Parks and Trails, the incumbent takes a lead role in the overall short and long-range development planning and coordination of the Parks District Service Fee (PDSF) program. The position is also responsible for the financial development and reporting of the Parks Part A (Operating inclusive of Parks Endowment Fund) and Part B (Capital) budgets. This position provides financial and administrative support to the Senior Manager, Operations and Development for program delivery collaborating closely with Park Region Managers and the Head of Design and Development as well as providing financial and administrative leadership to the Administrative unit of Parks. Parks must balance a multitude of competing financial priorities and the incumbent is responsible for providing input, reviewing, verifying and approving financial details, spending delegations and procurement methods as well as assisting in the preparation of documents such as Treasury Board submissions, Business Cases, Advisory Notes, Fee for Service and Contract Summary documents. In addition, this position is responsible for the Asset Management of parks which guides capital planning inclusive of the development and maintenance of asset inventories, lifecycles and reporting.
