LOCATION: R.M. Corman Park Corporate Office, Saskatoon

General: The R.M. of Corman Park is seeking an experienced operational Director to join our Public Works and Infrastructure Team. The Director is responsible for overseeing the R.M.'s roads, waterworks, drainage systems, various equipment assets, buildings, pest and weed control officers, signage, and other regular business-related duties. This position is responsible for directing a large and diverse team including operational superintendents, engineers, administrative staff, and unionized operators.

This position plays a critical role in leading the R.M.'s operations, while reporting directly to the Chief Administrative Officer. The Director is responsible for supporting the leadership team and Council in implementing strategic projects and initiatives to achieve operational goals. The ideal candidate will possess a natural ability to quickly understand key issues, resolve conflicts, and make timely decisions, always prioritizing the public interest.

Key Responsibilities include but are not limited to: Provide leadership to the Operations department with the implementation of department deliverables, delegate responsibilities appropriately and provide guidance and motivation to achieve outcomes.Develop long-range strategies, plans and operating policies to prioritize and implement capital programs/projects for fleet, construction, rehabilitation and expansion of new infrastructure.Oversee project management for the planning, design and construction of Corman Park's infrastructure.Review and comment on engineering drawings and development proposals related to infrastructure, transportation, utilities, and storm water management.Manage and provide leadership over servicing agreements, utility crossing and road use agreements.Oversee roadways (gravel, paving & dust control according to budget & policy), water systems, wells, pest control, weed control, drainage systems.Provide leadership and work collaboratively with key stakeholders and other departments to ensure coordination in planning and delivery of projects, programs, services and regulatory functions.Seek opportunities to create efficiencies and reduce costs by capitalizing on partnerships and various funding supports.Establish practices and procedures to ensure that statutory requirements are met, and quality standards achieved.Collaborate with the R.M.'s Health and Safety Coordinator to ensure health and safety standards are strictly enforced in all workplaces and worksite locations.Consult with external engineers and contractors as required.Oversee and establish protocols so that requests from ratepayers, businesses, and the public are responded to effectively and efficiently approved municipal policy.Lead the development and implementation of an asset management plan for the department.Represent R.M. Corman Park on relevant boards and committees.Review and comment on engineering drawings and development proposals related to infrastructure, transportation, utilities, and storm water management.Manage and provide leadership over servicing agreements, utility crossing and road use agreements.Oversee roadways (gravel, paving & dust control according to budget & policy), water systems, wells, pest control, weed control, drainage systems.
As part of the Leadership Team, you would assist in the development of the R.M.'s growth and direction. This includes:Preparation of departmental capital and operating budgets in conjunction with other departments and external agencies.Monitoring the performance of the department against the strategic plan and budget. Initiate corrective action, as required.Access and take advantage of grants, subsidies, and other sources of funding available to the R.M. through a variety of provincial and federal government programs as well as other agencies.Oversee best design and use of materials and equipment for construction, repair, and maintenance jobs. Maintain high quality and standards at reasonable cost for public safety and convenience.Purchase goods and services as outlined by R.M.'s purchasing and procurement policies.Keep the Chief Administrative Officer informed of activities and operations. Analyzing and providing remedies to issues affecting infrastructure and public works' operations and plans.Attend Committee, Council, Planning, Department Head, and other meetings as required.Provide Council Meeting reports on various Public Works subject matters as required.Participate as a member of the Leadership Team providing input on department/municipal planning and strategic initiatives.Participate in union negotiations and follow all aspects of the Collective Bargaining Agreement.Perform other related duties as assigned in accordance with corporate objectives.
Requirements:
The ideal candidate will possess the following qualifications:Minimum of ten (10) years of progressive managerial or supervisory experience in a related position with a focus on maintenance, operations, and construction of municipal infrastructure, project and systems management including the ability to lead operational teams in delivering on priority initiatives.Engineering and Administrative certifications are considered an asset.Knowledge of municipal or public sector management, including familiarity with local government operations and public administration.Demonstrates exceptional leadership qualities such as integrity, resilience, and adaptability. Inspires and motivates team members at all levels, fostering a culture of continuous improvement and innovation.Experience with rural community engagement in developing municipal programs and community-driven policies.Advanced knowledge of communication and interpersonal techniques to achieve strategic goals and preferred outcomes. Additional Job Information:
Position Type: Permanent Full-time
Hours of work: 8:30am to 5:00pm (40 hours per week, Monday to Friday)

Wage Range: $140,000 to $155,000 per year to commensurate upon experience, plus benefits.
Work Location: Corman Park Corporate Office, Outdoor Environment may include extreme weather conditions, mud & dust, Occasional evenings and weekends responsibilities.
