Consider joining the Analytics and Measurement Branch where you will help lead evidence-informed policy and program decision-making in the Ministry of Children, Community and Social Services by partnering with policy and program areas to analyze proposed changes and measure program and system-level results.

This posting is for a total of five positions: Income Supports Analytics Unit (2 positions) Community Programs Analytics Unit (2 positions), and Measurement and Evaluation Unit (1 position)

The Income Supports Analytics Unit provides quantitative analytic supports to income support programs, child and spousal supports, and Ontario Child Benefit to inform policy development, fiscal and operational planning, strategic policy, and communication. It conducts analysis of economic trends and changes to income security programs and tax benefits with a focus on client, fiscal and operational impacts on MCCSS programs.

The Community Programs Analytics Unit provides quantitative and qualitative analytic supports to programs for children, youth, and adults with special needs (e.g., Developmental Services, Ontario Autism Program), children and women in need of protection (e.g., Child Welfare, Indigenous Healing and Wellness Strategy, Violence Against Women) to inform policy development, fiscal and operational planning, strategic policy, and communication. It conducts analysis of demographic trends and service, TP and program data with a focus on client, fiscal, and operational impacts on MCCSS programs.

The Measurement and Evaluation Unit leads the performance measurement and evaluation function for the ministry in partnership with policy and program areas and external partners and stakeholders. It develops outcome measurement frameworks, KPIs, data collection tools (e.g., surveys), and conducts rigorous evaluations to measure program and system level results to generate evidence and inform decision making.

What can I expect to do in this role?In this role, you will

  • Lead and provide advanced quantitative and qualitative analysis and information products in order to inform social policy development and service system planning;
  • Provide expertise in the development of high quality data, information and outcome indicators to meet the Ministry business requirements for the social services system;
  • Support the policy development and service system planning process by working horizontally across the Ministry and Ontario Public Service to provide expertise;
  • Support the development of a data-driven culture across the Ministry of Children, Community and Social Services.
How do I qualify?Data Analysis and

Research Skills:

  • You have strong data analysis and visualization skills including the ability to process and distill information from a range of sources (e.g. research and scientific data, trends analyses, independent research) to identify and address issues.
  • You can research, investigate and assess relevance of information, e.g., emerging information trends and methodologies.
  • You have knowledge of and experience conducting statistical modelling, forecasting, simulation, economic analysis, funding model development, complex survey design, performance measurement, impact evaluation and various analytical techniques to plan and manage projects.
  • You know quantitative and qualitative research design and approaches to program evaluation.
  • You can acquire, assess and analyze data from relevant information sources to inform recommendations that meet Ministry policy funding and planning needs.
  • You have computer proficiency to access, process and manipulate large datasets from internal and external sources to conduct analytics, research, and develop performance measures and to communicate data insights.
Project Management and Leadership Experience:

  • You have project management and leadership skills to plan, design, lead, coordinate, participate in and execute concurrent medium-large projects.
  • You have relationship management, persuasion and advisory skills to advise internal and external partners, stakeholders including project managers, analysts, client groups and champion improvements to the Ministry's capacity to collect, manage, and access data to drive insights.
  • You can independently manage deadlines and competing priorities.

Service Utilization Analysis:

  • You have knowledge of theories, concepts, methods and measures of economics, human resources, service utilization, population, surveys and outcome indicators to advise clients, analyze data, and produce information products.
  • You have knowledge of relevant information issues and current events in the Ministry's mandate and the broader human services system to anticipate serving future client needs and inform planning and policy.
Communication and Presentation Skills:

  • You have strong written and oral communication skills to prepare and present reports, including briefing notes and other corporate correspondence.
  • You can deliver presentations and communicate information effectively to stakeholders and senior management on data analysis and insights.
  • You can prepare and present project plans, technical and status reports, planning documents.
  • You can provide explanations on data issues and complex data analyses to non-technical audiences.
