IT Senior Sourcing Specialist is responsible for leading the sourcing process for more complex Information Technology (IT) sourcing requests to ensure Ontario Health acquires goods and services that provide value-for-money, meet business requirements, and comply with the Procurement Directive and other policies.

As part of this role, the IT Senior Sourcing Specialist works directly with business leaders to define sourcing needs and develop required documents (including quarterly and annual sourcing plans) and performing IT vendor and contract management activities.


Here is what you will be doing:
Manages a portfolio of IT contracts and complex strategic sourcing initiatives.

Working with the Business Unit develops RFx packages and executes RFx from inception to contract.

Works with internal clients to identify sourcing needs, information gathering, sourcing activities, market intelligence and supplier performance information

Acts as the bid administrator; manages and monitors the sourcing process to ensure compliance with policies

Maintains required documents and ensures a complete audit trail for all procurements.

Negotiates contract changes based on knowledge of the goods and services purchased

Leads moderate to complex negotiations of agreement terms and conditions.

Coordinates and works with Legal Services to determine acceptable terms and conditions.

Establishes contracts with suppliers and conducts performance review meetings in accordance with Policies.

Works in close collaboration with Business Unit staff to implement newly established contracts

Monitors contract compliance. Works with key stakeholders on contract performance.

Provides advice to business units on reviewing and interpreting contracts.

Coordinates with business leaders to identify and resolve contract issues.

Draft briefing notes, and other documentation, as needed, in relation to contracts and sourcing activity.

Prepare documentation as required for appropriate approvals.

Manages vendor relationships.

Create and issue purchase orders

Contributes actively to the improvement of the procurement function at Ontario Health.


Be attentive and apply professional skepticism to areas of fraud risk and abide by the internal controls designed to prevent and detect fraudulent activity.

Report any actual, alleged or suspected fraud in accordance with procedures, and report any believed gaps in internal controls to management.

Here is what you will need to be successful:

Education and Experience

An undergraduate Degree in Business Administration, Commerce, Law, Supply Chain Management, Sourcing, Purchasing or a related discipline, related field or equivalent experience

A minimum of six (6) years of relevant work experience, including five (5) years of related Sourcing and contract management experience

Knowledge and Skills

Extensive experience in procurement of enterprise information technology including hardware, software and IT professional services.

Good knowledge and familiarity with legal contract terminology and public procurement practices

Knowledge of project management.

Strong negotiating skills

Strong leadership skills, accountability and a demonstrated ability in delivery

Proactive and assertive; self-starter; able to take initiative as required

Ability to develop and maintain relationships with all levels of management

Customer oriented focus

Ability to impact and influence without authority

Ability to develop credibility with peers, customers, vendors and management

Comfortable through education and/or experience with legal terms commonly used in contracts.

Detail oriented with excellent organizational and time management skills

Strong verbal and written communication skills.

Proficient in Excel, MS Word and PowerPoint.

SCMA Certification or equivalent would be an asset
