Job Summary

The City of Toronto is seeking a highly skilled Service Area Buyer to join our team. As a key member of our Financial Services department, you will be responsible for purchasing materials, services, and equipment for Toronto Public Health, with a focus on Information Technology related items.

Key Responsibilities
  • Prepare and edit purchase requisitions, ensuring timely and accurate processing.
  • Develop product specifications and scope of work, collaborating with suppliers to meet service area requirements.
  • Issue competitive tenders, quotations, and proposals, adhering to service area approved limits and developing specifications for same.
  • Confer with suppliers regarding delivery, quality, and other essential matters to ensure service area and specification requirements are met.
  • Operate the City's automated purchasing system to process purchasing requirements and update/retrieve purchasing information.
  • Assist service area clients in developing their purchasing budget and annual purchasing plans.
  • Participate in the supplier evaluation/performance process and conduct follow-up activities.
  • Represent the Service Area, providing advice, training, and coordination on purchasing and materials management matters, including automated systems and purchasing procedures.
  • Investigate complaints and resolve disputes between suppliers and customers, providing support to staff as needed.
  • Prepare summaries of quotations, tenders, proposals, and arrange for samples and testing of products.
  • Participate on committees related to Service Area purchasing, interviewing sales representatives and visiting supplier locations.
Requirements
  • Certification from a recognized purchasing program or an approved equivalent combination of experience and/or education.
  • Extensive experience/high level of proficiency with Microsoft Office Suite products, including Excel, as well as SAP.
  • Considerable purchasing, contract management, and financial analysis experience to facilitate the purchasing functions required for this position.
  • Considerable experience working with policies and procedures relative to Purchasing, Contract Administration, Contract Management Office, Accounts Payable, and Accruals, including RFRs, LVQs, RFPs, RFIs, and DPOs.
Preferred Qualifications
  • Knowledge of various Acts and Regulations governing the public purchasing function, such as the Workplace Safety and Insurance Act, City of Toronto Fair Wage/Labour Trades Regulations, Federal and Provincial Sales Tax Regulations, etc.
  • Thorough knowledge of the Purchasing and Financial Control By-laws and associated policies.
  • Ability to prepare written reports and effectively communicate statistical findings and data.
  • Technical aptitude/understanding of technical concepts to better understand the subject matter of IT related Procurement.
  • Strong verbal and written communications, with demonstrated ability to provide high-level customer service.
  • Demonstrated ability to work independently with minimal supervision.
  • Demonstrated ability to organize and prioritize multiple projects.
  • Proven skills in problem-solving.
