The Ontario Palliative Care Network (OPCN) is an organized partnership of community stakeholders, health service providers and health systems planners.

Together, the OPCN develops a coordinated, standardized approach to high-quality, sustainable and person-centred hospice palliative care for all Ontarians, regardless of age or disease type.

The OPCN Secretariat, a part of Ontario Health, executes the mandate of the OPCN, and supports the operational and tactical activities of the OPCN.

The Senior Business Partner will be responsible for the implementation of the Palliative Care Health Services Delivery Framework, with both internal and external partners.

They will provide leadership to team members involved in implementation related work, under the direction of the Manager, OPCN Secretariat.


They will:


In alignment with the provincial vision for palliative care, develop and lead clinical transformation involving numerous partners and stakeholders to achieve identified milestones for implementing the palliative model of care recommendations as outlined in the provincial Health Services Delivery Framework.


Lead the provincial project/program team for the Health Service Delivery Framework implementation and manage working groups to advance this complex change management effort to improve palliative care across the province.


Build relationships and collaborate with OH internal and external stakeholders to drive palliative models of care (MOC) outlined in the Health Services Delivery Framework recommendations.

Key stakeholders include OH Region implementation leads and teams supporting clinical coaches from HSPs to advance changes in policy, process, practice and culture with organizations implementing the MOC recommendations.


Where Indigenous communities wish to be involved, provide support to Indigenous communities and Indigenous organizations for their implementation efforts related to palliative care.


Here is what you will be doing:
Drive the conceptualization, development, implementation, and management of palliative care programs and projects


Work closely with both internal and external stakeholders together with the OPCN team to execute and achieve expected outcomes for project/program implementation, including contributing to the measurement, monitoring and evaluation and to the3 spreading and scaling the program across the province and also ensuring its sustainability.


This includes the ability to:
bring expertise in the implementation, change management and evaluation of palliative care initiatives

manage complex relationships between healthcare providers, researchers and OH stakeholders and possibly technology vendors

develop regional partnerships

communicate OPCN's vision and mandate for relevant models of care to key stakeholders

champion clinical engagement and adoption with providers and other key stakeholders

Lead and implement changes in procedure and business intelligence in an effort for achieving internal operational efficiencies

Hands-on management of cross-functional teams and staff who are indirect reports to lead a provincial palliative care program implementation

Develop strategy, specific plans and proposals for OH projects and programs and collaborate on the development of the tactical deployment plans

Work with the Manager to help prioritize key activities, assign accountabilities, assign work schedules and complete deliverables defined in the Operating Plan

Provide strategic advice to executive sponsors or sponsor groups on complex multi-stakeholder, multi-disciplinary change initiatives

Develop and present new ideas and conceptualize new approaches and solutions

Utilize project and change management principles and monitor performance through regular tracking of key metrics

Perform other related duties as assigned by the manager

Here is what you will need to be successful:

Education and Experience

A Master's Degree in, Health Sciences, Health Administration, Business Administration, Public Health or related field or equivalent work experience, is require

At least 10 years work experience in health care setting, with evidence of thorough understanding of health care system and system stakeholders required

Experience in designing and implementing health system change at a regional or provincial level required

Experience in overseeing large, complex projects at the intersection of health and system planning required

Experience in designing and/or delivering palliative care (as a clinician or as an administrator) required

Experience in working with clinicians, clinical leaders and administrative leaders on health system initiatives and projects

Demonstrated experience with palliative care projects in the community and/or LTCHs required

Knowledge and Skills

A commitment to developing a coordinated and standardized approach for delivering palliative care services for all people in Ontario, regardless of their age or illness

A deep understanding of all sectors of Ontario's health care system, key provincial priorities for palliative care and broader health system improvement

Extensive knowledge related to palliative care innovative best practices and organization of palliative care services across the province

Strong knowledge base on the health related administrative, clinical and financial data available in Ontario

Deep experience in implementation science and using data from qualitative and quantitative analyses and other sources to advance QI, including overseeing completion of literature reviews, jurisdictional scans and other data collection activities for planning, monitoring and evaluation purposes

Deep expertise in overseeing and leading completion of reports, briefs, business cases and other documentation for various audiences and purposes


Sophisticated stakeholder relationship development and management skills with demonstrated deep experience engaging with and building consensus when working in partnership with diverse stakeholders within the health care sector.

Excellent interpersonal skills


Excellent communication skills, both oral and written, including strong presentation skills appropriate for a variety of stakeholder audiences including senior administrative and clinical leaders.

Internally, communicates with peers and managers throughout the organization to present, discuss information and address risks and issues. Externally, communicates directly with various stakeholders in the palliative care system

Strong leadership skills related to business strategy development, quality improvement, project/program management and change management

Excellent skills and extensive experience in leading, fostering and managing cross-functional teams with clinicians/staff/managers who are not direct reports

Able to function independently, with minimal manager support, in setting objectives, prioritizing and managing work (for self and team/working group) and proactively identifying, addressing and escalating (as needed) complex risks/issues

Excellent problem-solving, critical thinking and advanced analytic skills to support effective decision-making and to effectively address complex risks/issues and challenges

Able to excel in a fast-paced and objective-based environment

Superior attention to detail with excellent organizational and time management skills

Champions the advancement of equity, inclusion, and diversity across Ontario's health care system

Supportive in engaging with First Nations, Indigenous, Metis and urban Indigenous people as they self-determine their own approach to palliative care

Advanced knowledge of Microsoft Outlook, Teams, Word, PowerPoint, and Excel; previous experience with MS Project an asset
